建(jian)議明確跨省(sheng)區機組(zu)平衡關(guan)系歸屬,落實跨省(sheng)區機組(zu)容量費用(yong)的(de)合理分攤(tan)。

2023年11月8日,國家發改委、國家能源局聯合印發了《關于建立煤電容量電價機制的通知》(發改價格〔2023〕1501號)(簡稱“通知”),要求自2024年1月1日起在全國建立煤電容量電價機制,成為我國電價市場化改革的“里程碑”和重大突破,其中明確了容量電費由工商(shang)業用(yong)戶分攤(tan),且針對跨省跨區外送電量的(de)容量電費(fei)初步建(jian)立(li)了分攤(tan)機(ji)制。
容(rong)量(liang)電價(jia)并非發(fa)給煤電的“補貼”,而是購買有(you)效容(rong)量(liang)的付費(fei)。為進(jin)一(yi)步優(you)化容(rong)量(liang)電費(fei)的分(fen)(fen)攤機(ji)制(zhi),建(jian)議明確跨(kua)省(sheng)區(qu)(qu)送受電在送端(duan)省(sheng)內的“角(jiao)色”,根據實(shi)際服務(wu)的提供落(luo)實(shi)跨(kua)省(sheng)區(qu)(qu)機(ji)組容(rong)量(liang)費(fei)用的合理分(fen)(fen)攤,推動(dong)我國電力市場的進(jin)一(yi)步完善。
我(wo)國容(rong)量電價機(ji)制
《通知(zhi)》針對容(rong)量(liang)(liang)電(dian)(dian)(dian)費分攤做出明確要(yao)求(qiu),均由(you)工(gong)商(shang)業(ye)用(yong)戶進行(xing)分攤。其中,省(sheng)(sheng)內煤電(dian)(dian)(dian)容(rong)量(liang)(liang)電(dian)(dian)(dian)費納入省(sheng)(sheng)內系統運行(xing)費用(yong),每月由(you)工(gong)商(shang)業(ye)用(yong)戶按當月用(yong)電(dian)(dian)(dian)量(liang)(liang)比(bi)例(li)分攤;省(sheng)(sheng)間容(rong)量(liang)(liang)電(dian)(dian)(dian)費區(qu)分是否納入受電(dian)(dian)(dian)省(sheng)(sheng)份(fen)電(dian)(dian)(dian)力電(dian)(dian)(dian)量(liang)(liang)平衡分別作出要(yao)求(qiu)。

實(shi)際落實(shi)過程中,網(wang)對網(wang)外送(song)(song)電(dian)(dian)的容(rong)量(liang)電(dian)(dian)費落實(shi)存在操作上的難(nan)題(ti),一是政府之間(jian)很難(nan)快速達(da)成協議。二是由電(dian)(dian)源市場化跨省出售的年(nian)度電(dian)(dian)量(liang),由于電(dian)(dian)源的容(rong)量(liang)費有送(song)(song)端(duan)省用戶兜底,對爭取受端(duan)省支付容(rong)量(liang)電(dian)(dian)費缺乏積極性。
國(guo)外容量市場模式
目前我國(guo)采用(yong)集中式(shi)電(dian)力市(shi)(shi)(shi)(shi)場(chang)(chang),與美國(guo)電(dian)力市(shi)(shi)(shi)(shi)場(chang)(chang)較為類似(si),故以美國(guo)較為成熟的(de)(de)PJM容(rong)量(liang)(liang)市(shi)(shi)(shi)(shi)場(chang)(chang)為例。PJM容(rong)量(liang)(liang)市(shi)(shi)(shi)(shi)場(chang)(chang)的(de)(de)主要交易模型為可靠性定(ding)價模型,包括(kuo)1個基(ji)(ji)本(ben)(ben)拍賣(mai)市(shi)(shi)(shi)(shi)場(chang)(chang)、3個追加拍賣(mai)市(shi)(shi)(shi)(shi)場(chang)(chang)和1個雙邊市(shi)(shi)(shi)(shi)場(chang)(chang)。基(ji)(ji)本(ben)(ben)拍賣(mai)市(shi)(shi)(shi)(shi)場(chang)(chang)提前3年舉行(xing),PJM根據對3年后(hou)的(de)(de)負荷預測,組織容(rong)量(liang)(liang)擁有者(zhe)競價,以滿足(zu)電(dian)網3年后(hou)的(de)(de)機組容(rong)量(liang)(liang)需求,購買容(rong)量(liang)(liang)的(de)(de)費用(yong)根據規則(ze)分(fen)攤給負荷服務商。追加拍賣(mai)市(shi)(shi)(shi)(shi)場(chang)(chang)和雙邊市(shi)(shi)(shi)(shi)場(chang)(chang)主要用(yong)于在基(ji)(ji)本(ben)(ben)拍賣(mai)至執行(xing)的(de)(de)三(san)年內,補充(chong)無法(fa)執行(xing)的(de)(de)容(rong)量(liang)(liang)并允許市(shi)(shi)(shi)(shi)場(chang)(chang)主體(ti)間進行(xing)容(rong)量(liang)(liang)轉讓(rang)。
容(rong)(rong)(rong)量(liang)市(shi)場(chang)購(gou)買的(de)是頂(ding)峰容(rong)(rong)(rong)量(liang)的(de)充裕性。在美國PJM容(rong)(rong)(rong)量(liang)市(shi)場(chang)中(zhong)(zhong),PJM區域外的(de)資源供(gong)應商可自愿參(can)與PJM容(rong)(rong)(rong)量(liang)市(shi)場(chang),如果(guo)選擇(ze)參(can)與則需(xu)要(yao)(yao)滿(man)足PJM電(dian)力市(shi)場(chang)手冊和協議的(de)要(yao)(yao)求,在PJM市(shi)場(chang)中(zhong)(zhong)注(zhu)冊并(bing)與PJM市(shi)場(chang)有物(wu)理連接、能夠在市(shi)場(chang)中(zhong)(zhong)提供(gong)有效容(rong)(rong)(rong)量(liang)。PJM區域外的(de)負荷如果(guo)要(yao)(yao)參(can)與PJM容(rong)(rong)(rong)量(liang)市(shi)場(chang),需(xu)要(yao)(yao)由(you)PJM負荷服務(wu)商提供(gong)服務(wu),并(bing)納入PJM電(dian)力市(shi)場(chang)的(de)負荷預(yu)測和運行。
由于美國電(dian)(dian)力(li)系統主(zhu)要由交流(liu)電(dian)(dian)網組成,遠(yuan)程直流(liu)送電(dian)(dian)較少,容量市場(chang)(chang)依托區(qu)域內交流(liu)電(dian)(dian)網進行調度(du)和(he)服務(wu),跨區(qu)域發用電(dian)(dian)也(ye)僅(jin)在臨近(jin)區(qu)域開展。所以,在PJM容量市場(chang)(chang)中(zhong),無(wu)論是(shi)跨區(qu)域發電(dian)(dian)還(huan)是(shi)用電(dian)(dian),均(jun)需要市場(chang)(chang)主(zhu)體以參(can)與PJM電(dian)(dian)力(li)市場(chang)(chang)為基(ji)本前提,并(bing)在PJM市場(chang)(chang)中(zhong)可(ke)調度(du)、可(ke)服務(wu),才能參(can)與PJM容量市場(chang)(chang),獲得容量電(dian)(dian)費(fei)收入,不符合(he)任何條件之一無(wu)法(fa)獲得容量電(dian)(dian)費(fei)。
國內外(wai)對比分(fen)析(xi)
對(dui)比(bi)我國(guo)煤電(dian)容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)電(dian)價機制和美國(guo)PJM電(dian)力容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)市(shi)場(chang)的跨(kua)網(市(shi)場(chang))容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)政策(ce),美國(guo)PJM容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)市(shi)場(chang)以(yi)電(dian)能(neng)(neng)量(liang)(liang)(liang)(liang)(liang)市(shi)場(chang)調(diao)度為(wei)基準,僅允許參(can)與(yu)其(qi)電(dian)能(neng)(neng)量(liang)(liang)(liang)(liang)(liang)市(shi)場(chang)的市(shi)場(chang)主(zhu)體參(can)與(yu)容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)市(shi)場(chang),將容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)視(shi)為(wei)電(dian)能(neng)(neng)量(liang)(liang)(liang)(liang)(liang)的附屬產品;同時根據電(dian)能(neng)(neng)量(liang)(liang)(liang)(liang)(liang)市(shi)場(chang)能(neng)(neng)夠控制和調(diao)度的范圍,以(yi)實際調(diao)度能(neng)(neng)力為(wei)標準界(jie)定參(can)與(yu)容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)市(shi)場(chang)的市(shi)場(chang)主(zhu)體。
由于電(dian)(dian)(dian)(dian)力現貨市場(chang)(chang)(chang)(chang)尚未(wei)在(zai)全國(guo)建立,我國(guo)容量(liang)(liang)(liang)(liang)電(dian)(dian)(dian)(dian)價政策中(zhong),對跨(kua)省區機組的容量(liang)(liang)(liang)(liang)電(dian)(dian)(dian)(dian)費機制與美(mei)國(guo)容量(liang)(liang)(liang)(liang)市場(chang)(chang)(chang)(chang)運行機制存在(zai)一定不同。一方面,我國(guo)容量(liang)(liang)(liang)(liang)電(dian)(dian)(dian)(dian)價政策未(wei)以(yi)電(dian)(dian)(dian)(dian)能(neng)(neng)量(liang)(liang)(liang)(liang)市場(chang)(chang)(chang)(chang)(現貨市場(chang)(chang)(chang)(chang))為基準,跨(kua)省區外送電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)主(zhu)要通過政府間協議簽訂電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)合約,作為省內(nei)電(dian)(dian)(dian)(dian)能(neng)(neng)量(liang)(liang)(liang)(liang)市場(chang)(chang)(chang)(chang)的出清邊界,不參與省內(nei)電(dian)(dian)(dian)(dian)能(neng)(neng)量(liang)(liang)(liang)(liang)市場(chang)(chang)(chang)(chang),無法直接為省內(nei)提供隨時可調度容量(liang)(liang)(liang)(liang)。
另一方面,我國跨(kua)省(sheng)跨(kua)區機組(zu)容量(liang)未明(ming)確(que)送(song)端(duan)、受端(duan)省(sheng)份(fen)的(de)平(ping)衡(heng)關系,在調(diao)(diao)度該(gai)容量(liang)時,需(xu)要送(song)受兩端(duan)調(diao)(diao)度進行即時協商,將導致兩端(duan)均無法快速使用跨(kua)省(sheng)跨(kua)區機組(zu)的(de)容量(liang),導致給予的(de)容量(liang)電(dian)費存在無法獲(huo)得應有(you)可用容量(liang)的(de)可能,所以通知中(zhong)設置了考核條款。
此外,目前容(rong)(rong)(rong)量電(dian)(dian)價(jia)政策(ce)中,網(wang)(wang)對網(wang)(wang)外送(song)(song)(song)機組(zu)(非(fei)獨立控制區(qu))容(rong)(rong)(rong)量電(dian)(dian)價(jia)規定,原則上執行(xing)送(song)(song)(song)電(dian)(dian)省份(fen)容(rong)(rong)(rong)量電(dian)(dian)價(jia),由送(song)(song)(song)受兩端(duan)協商分(fen)攤容(rong)(rong)(rong)量電(dian)(dian)費(fei)(fei),未將(jiang)容(rong)(rong)(rong)量電(dian)(dian)費(fei)(fei)分(fen)攤與電(dian)(dian)能量市場的參與情況相關聯。由于(yu)在多數非(fei)供需緊張時段送(song)(song)(song)端(duan)價(jia)格協商效率很低,且執行(xing)送(song)(song)(song)端(duan)容(rong)(rong)(rong)量電(dian)(dian)價(jia),容(rong)(rong)(rong)量電(dian)(dian)費(fei)(fei)費(fei)(fei)用可(ke)能多數由送(song)(song)(song)端(duan)省份(fen)承擔,將(jiang)影(ying)響(xiang)送(song)(song)(song)受兩端(duan)工(gong)商業(ye)用戶(hu)支付容(rong)(rong)(rong)量電(dian)(dian)費(fei)(fei)的公平性(xing)。
我國系(xi)統運行費支付政策的(de)建議
我國遠程送電(dian)電(dian)量(liang)占比較大,對送受兩(liang)端(duan)電(dian)力(li)供需平(ping)衡均(jun)起(qi)到較為重要的(de)作用。為增強容量(liang)電(dian)費(fei)政策的(de)公平(ping)性、保(bao)障(zhang)跨(kua)(kua)省(sheng)區(qu)外送機(ji)組成本回收能力(li),建議明確跨(kua)(kua)省(sheng)區(qu)機(ji)組平(ping)衡關系(xi)歸屬,落實跨(kua)(kua)省(sheng)區(qu)機(ji)組容量(liang)費(fei)用的(de)合理(li)分(fen)攤(tan)。同時,由于容量(liang)電(dian)價補償(chang)與(yu)輔(fu)助服務市場費(fei)用作為系(xi)統運行費(fei)用,兩(liang)者(zhe)的(de)支付(fu)機(ji)制較為類似(si),故輔(fu)助服務費(fei)用也應按照與(yu)容量(liang)電(dian)費(fei)相似(si)的(de)邏輯(ji),明確平(ping)衡關系(xi)并合理(li)分(fen)攤(tan)相關費(fei)用。
一方面,要明(ming)(ming)確跨(kua)省(sheng)區機組(zu)在(zai)送(song)受兩端(duan)的(de)(de)(de)平衡(heng)關(guan)(guan)系歸屬(shu)。目前非配套電(dian)(dian)源的(de)(de)(de)跨(kua)省(sheng)區機組(zu)僅根(gen)據政(zheng)府間協議將(jiang)電(dian)(dian)能量(liang)(liang)(liang)(liang)送(song)出(chu)(chu),隨(sui)著跨(kua)省(sheng)區容(rong)(rong)量(liang)(liang)(liang)(liang)電(dian)(dian)費機制(zhi)的(de)(de)(de)出(chu)(chu)臺和(he)輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)市(shi)場的(de)(de)(de)發展,機組(zu)容(rong)(rong)量(liang)(liang)(liang)(liang)及(ji)(ji)輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)的(de)(de)(de)平衡(heng)關(guan)(guan)系亟需明(ming)(ming)確。按(an)照美國PJM市(shi)場設(she)計原理,容(rong)(rong)量(liang)(liang)(liang)(liang)和(he)輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)市(shi)場為電(dian)(dian)能量(liang)(liang)(liang)(liang)市(shi)場的(de)(de)(de)附(fu)屬(shu)產品,應隨(sui)電(dian)(dian)能量(liang)(liang)(liang)(liang)的(de)(de)(de)送(song)出(chu)(chu)將(jiang)該(gai)部(bu)分(fen)(fen)電(dian)(dian)能量(liang)(liang)(liang)(liang)相關(guan)(guan)的(de)(de)(de)平衡(heng)決定權給予受端(duan)省(sheng)份,并要求(qiu)受端(duan)省(sheng)份為該(gai)部(bu)分(fen)(fen)電(dian)(dian)能量(liang)(liang)(liang)(liang)所附(fu)帶的(de)(de)(de)容(rong)(rong)量(liang)(liang)(liang)(liang)及(ji)(ji)輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)付費,避免送(song)受兩端(duan)由于(yu)緊張時段平衡(heng)關(guan)(guan)系不(bu)明(ming)(ming)確導(dao)致(zhi)在(zai)容(rong)(rong)量(liang)(liang)(liang)(liang)及(ji)(ji)輔(fu)助(zhu)服(fu)務(wu)(wu)(wu)市(shi)場中權責(ze)不(bu)對等的(de)(de)(de)情況(kuang)。
另(ling)一(yi)方面,要落實跨省(sheng)(sheng)(sheng)區機組(zu)系統(tong)(tong)運行費用(yong)的(de)(de)(de)(de)合理分攤(tan)。由于省(sheng)(sheng)(sheng)內電(dian)(dian)(dian)力系統(tong)(tong)以交(jiao)流電(dian)(dian)(dian)網為(wei)(wei)主(zhu),即使直流配(pei)套(tao)電(dian)(dian)(dian)源(yuan)(yuan)與當地也有(you)交(jiao)流連接(相(xiang)當于“點對網”交(jiao)易、“網對網”送(song)(song)(song)電(dian)(dian)(dian),仍是(shi)送(song)(song)(song)端交(jiao)流電(dian)(dian)(dian)力系統(tong)(tong)的(de)(de)(de)(de)一(yi)部分),電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)上(shang)送(song)(song)(song)端交(jiao)流網后(hou)無法區分每度(du)電(dian)(dian)(dian)的(de)(de)(de)(de)生產者,跨省(sheng)(sheng)(sheng)區機組(zu)在外(wai)(wai)送(song)(song)(song)關(guan)(guan)口上(shang)取出的(de)(de)(de)(de)電(dian)(dian)(dian)量(liang)(liang)(liang)(liang),自然無法確(que)定(ding)其(qi)外(wai)(wai)送(song)(song)(song)的(de)(de)(de)(de)每一(yi)度(du)電(dian)(dian)(dian)能(neng)量(liang)(liang)(liang)(liang)是(shi)否為(wei)(wei)本機組(zu)產生的(de)(de)(de)(de)電(dian)(dian)(dian)量(liang)(liang)(liang)(liang),相(xiang)當于外(wai)(wai)送(song)(song)(song)過程中(zhong)會將全網內的(de)(de)(de)(de)電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)送(song)(song)(song)出(雪(xue)碧加紅酒(jiu)是(shi)不能(neng)只喝酒(jiu)不喝雪(xue)碧的(de)(de)(de)(de)),在送(song)(song)(song)出關(guan)(guan)口取出外(wai)(wai)送(song)(song)(song)電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)的(de)(de)(de)(de)同(tong)(tong)時(shi)外(wai)(wai)送(song)(song)(song)電(dian)(dian)(dian)表現出了和用(yong)戶(hu)相(xiang)同(tong)(tong)的(de)(de)(de)(de)行為(wei)(wei)特性(xing)(從電(dian)(dian)(dian)網的(de)(de)(de)(de)“池子”里(li)抽(chou)水(shui))。那么,外(wai)(wai)送(song)(song)(song)機組(zu)的(de)(de)(de)(de)送(song)(song)(song)出電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)就應該在送(song)(song)(song)端省(sheng)(sheng)(sheng)份(fen)作為(wei)(wei)用(yong)戶(hu)主(zhu)體(ti)參(can)與容(rong)量(liang)(liang)(liang)(liang)和輔(fu)助服務(wu)(wu)費用(yong)分攤(tan),承(cheng)擔送(song)(song)(song)端電(dian)(dian)(dian)網的(de)(de)(de)(de)“用(yong)戶(hu)”責任(ren)(送(song)(song)(song)端有(you)效容(rong)量(liang)(liang)(liang)(liang)和輔(fu)助服務(wu)(wu)是(shi)系統(tong)(tong)產品(pin)為(wei)(wei)“當地用(yong)戶(hu)+外(wai)(wai)送(song)(song)(song)電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)”服務(wu)(wu));扮演“用(yong)戶(hu)”并不影響外(wai)(wai)送(song)(song)(song)電(dian)(dian)(dian)源(yuan)(yuan)在送(song)(song)(song)端省(sheng)(sheng)(sheng)份(fen)作為(wei)(wei)發(fa)電(dian)(dian)(dian)主(zhu)體(ti)參(can)與容(rong)量(liang)(liang)(liang)(liang)和輔(fu)助服務(wu)(wu)市場并獲得補償(chang)(chang)。送(song)(song)(song)端省(sheng)(sheng)(sheng)份(fen)在制(zhi)定(ding)送(song)(song)(song)出電(dian)(dian)(dian)量(liang)(liang)(liang)(liang)的(de)(de)(de)(de)電(dian)(dian)(dian)能(neng)量(liang)(liang)(liang)(liang)價(jia)格時(shi),應將系統(tong)(tong)運行成本涵(han)蓋入電(dian)(dian)(dian)能(neng)量(liang)(liang)(liang)(liang)價(jia)格中(zhong),間接將該成本轉嫁(jia)至受端省(sheng)(sheng)(sheng)份(fen)工商業(ye)承(cheng)擔,平衡送(song)(song)(song)受兩端系統(tong)(tong)運行的(de)(de)(de)(de)責任(ren)與補償(chang)(chang)。
目前,我國已出臺煤電容(rong)量電價(jia)政策,通過定價(jia)方(fang)式反映(ying)了煤電機組的容(rong)量價(jia)值,開啟了向容(rong)量市(shi)場邁進(jin)的步伐。針對跨省跨區煤電機組的容(rong)量電費分攤方(fang)式,《通知》中(zhong)也做出了初步的要求。
通知關于(yu)外(wai)送受(shou)(shou)(shou)電(dian)(dian)容量(liang)(liang)電(dian)(dian)費(fei)(fei)的規定,可在(zai)落實(shi)過程中對比較為成熟的美國PJM容量(liang)(liang)市(shi)場機(ji)(ji)制,跨(kua)(kua)(kua)省跨(kua)(kua)(kua)區煤電(dian)(dian)機(ji)(ji)組對應容量(liang)(liang)電(dian)(dian)費(fei)(fei)及(ji)與其相類似(si)的輔(fu)助服務(wu)費(fei)(fei)收取支付,應以電(dian)(dian)能量(liang)(liang)市(shi)場平衡關系(xi)(xi)為基準,通過明確跨(kua)(kua)(kua)省區機(ji)(ji)組在(zai)送受(shou)(shou)(shou)兩(liang)端的平衡關系(xi)(xi)歸屬,以外(wai)送受(shou)(shou)(shou)電(dian)(dian)量(liang)(liang)為“擺渡舟”,落實(shi)跨(kua)(kua)(kua)省區機(ji)(ji)組系(xi)(xi)統運行費(fei)(fei)用在(zai)送受(shou)(shou)(shou)兩(liang)端工商業(ye)用戶的合理分攤,推動電(dian)(dian)力市(shi)場化改革,完善我國新型電(dian)(dian)力系(xi)(xi)統建設。
