??為(wei)貫徹落實黨中央(yang)、國務院關于加快構建新(xin)型電(dian)力系(xi)統的(de)決策部署,適應(ying)煤電(dian)向基礎保障性和(he)系(xi)統調(diao)節(jie)性電(dian)源并重轉型的(de)新(xin)形勢,推動(dong)煤電(dian)轉變經營發展模式,充分發揮支撐調(diao)節(jie)作用,更好保障電(dian)力安全穩定供(gong)應(ying),促(cu)進新(xin)能源加快發展和(he)能源綠色(se)低碳轉型,現就建立煤電(dian)容量電(dian)價機制(zhi)有關事(shi)項通知如下。
??一、總體思路
??堅持(chi)市(shi)場(chang)化改革方向,加快推(tui)進電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)量(liang)市(shi)場(chang)、容量(liang)市(shi)場(chang)、輔助服務市(shi)場(chang)等高(gao)效協同(tong)的電(dian)(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場(chang)體(ti)系建設(she),逐步構建起有效反(fan)映各(ge)類電(dian)(dian)(dian)(dian)(dian)(dian)源電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)價(jia)(jia)值和容量(liang)價(jia)(jia)值的兩部制(zhi)(zhi)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)機制(zhi)(zhi)。當前階(jie)段,適應煤電(dian)(dian)(dian)(dian)(dian)(dian)功能(neng)加快轉型需要,將現行(xing)(xing)煤電(dian)(dian)(dian)(dian)(dian)(dian)單一(yi)制(zhi)(zhi)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)調(diao)(diao)整為兩部制(zhi)(zhi)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia),其中電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)通過市(shi)場(chang)化方式形(xing)成,靈敏反(fan)映電(dian)(dian)(dian)(dian)(dian)(dian)力(li)市(shi)場(chang)供需、燃料成本(ben)變化等情況;容量(liang)電(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)水平根據(ju)轉型進度(du)等實(shi)際情況合(he)理(li)確(que)定并逐步調(diao)(diao)整,充分體(ti)現煤電(dian)(dian)(dian)(dian)(dian)(dian)對電(dian)(dian)(dian)(dian)(dian)(dian)力(li)系統的支撐調(diao)(diao)節價(jia)(jia)值,確(que)保煤電(dian)(dian)(dian)(dian)(dian)(dian)行(xing)(xing)業持(chi)續健康(kang)運行(xing)(xing)。
??二、政策內容
??(一)實施范圍。煤電容量電價機制適用于合規在運的公用煤電機組。燃煤自備電廠、不符合國家規劃的煤電機組,以及不滿足國家對于能耗、環保和靈活調節能力等要求的煤電機組,不執行容量電價機制,具體由國家能源局另行明確。
??(二)容量電價水平的確定。煤電容量電價按照回收煤電機組一定比例固定成本的方式確定。其中,用于計算容量電價的煤電機組固定成本實行全國統一標準,為每年每千瓦330元;通過容量電價回收的固定成本比例,綜合考慮各地電力系統需要、煤電功能轉型情況等因素確定,2024~2025年多數地方為30%左右,部分煤電功能轉型較快的地方適當高一些,為50%左右(各省級電網煤電容量電價水平具體見附件)。2026年起,將各地通過容量電價回收固定成本的比例提升至不低于50%。
??(三)容量電費分攤。煤電機組可獲得的容量電費,根據當地煤電容量電價和機組申報的最大出力確定,煤電機組分月申報,電網企業按月結算。新建煤電機組自投運次月起執行煤電容量電價機制。各地煤電容量電費納入系統運行費用,每月由工商業用戶按當月用電量比例分攤,由電網企業按月發布、滾動清算。
??對納入(ru)受(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)平衡的跨省(sheng)(sheng)跨區(qu)外(wai)送(song)(song)(song)(song)煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機組(zu),送(song)(song)(song)(song)受(shou)雙方應當簽(qian)訂年度及以上(shang)中長期合(he)同,明確(que)煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)容(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)費(fei)分攤(tan)比(bi)例和履約責任等(deng)內容(rong)。其中:(1)配(pei)套煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機組(zu),原則上(shang)執(zhi)(zhi)行(xing)受(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)容(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia),容(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)費(fei)由(you)受(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)承擔。向多個省(sheng)(sheng)份(fen)送(song)(song)(song)(song)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)的,容(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)費(fei)可暫按受(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)分電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)比(bi)例分攤(tan),鼓勵探索按送(song)(song)(song)(song)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)容(rong)量(liang)(liang)(liang)比(bi)例分攤(tan)。(2)其他煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機組(zu),原則上(shang)執(zhi)(zhi)行(xing)送(song)(song)(song)(song)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)容(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia),容(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)費(fei)由(you)送(song)(song)(song)(song)、受(shou)方合(he)理分攤(tan),分攤(tan)比(bi)例考慮送(song)(song)(song)(song)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)外(wai)送(song)(song)(song)(song)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)占比(bi)、高峰時段保障(zhang)受(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)用電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)情況等(deng)因素(su)協(xie)商(shang)確(que)定。
??對未納入受電省份(fen)電力電量平衡的跨省跨區(qu)外送(song)煤電機組,由送(song)電省份(fen)承(cheng)擔(dan)其容量電費。
??(四)容量電費考核。正常在運情況下,煤電機組無法按照調度指令(跨省跨區送電按合同約定,下同)提供申報最大出力的,月內發生兩次扣減當月容量電費的10%,發生三次扣減50%,發生四次及以上扣減100%。煤電機組最大出力申報、認定及考核等規則,由國家能源局結合電力并網運行管理細則等規定明確。最大出力未達標情況由電網企業按月統計,相應扣減容量電費。對自然年內月容量電費全部扣減累計發生三次的煤電機組,取消其獲取容量電費的資格。
??應(ying)急備用煤(mei)電機(ji)組的容(rong)量電價(jia),由省(sheng)級價(jia)格(ge)主(zhu)管部門(men)會(hui)同能(neng)源(yuan)主(zhu)管部門(men)按照回收日常維護成(cheng)本的原(yuan)則制定,鼓(gu)勵采取競爭性招標(biao)等方式確(que)定。應(ying)急備用煤(mei)電機(ji)組調用時段(duan)電量電價(jia),按同時段(duan)最短周期電力市場交易電價(jia)水平確(que)定。應(ying)急備用煤(mei)電機(ji)組具體范圍及管理辦法由國家能(neng)源(yuan)局另行明確(que)。
??三、保障措施
??(一)周密組織實施。省級價格主管部門要牽頭做好煤電容量電價機制落實工作,周密部署安排,精心組織實施。跨省跨區送電送、受方要加強溝通銜接,盡快細化確定外送煤電機組容量電費分攤方式等內容,并在中長期交易合同中明確。電網企業要積極配合做好煤電容量電費測算、結算、信息統計報送等相關工作。發電企業要按規定及時申報機組最大出力,作為容量電費測算、結算、考核的依據。國家發展改革委強化煤炭價格調控監管,加強煤電中長期合同簽約履約指導,促進形成競爭充分、合理反映燃料成本的電量電價,引導煤炭、煤電價格保持基本穩定,確保機制平穩實施。
??(二)強化政策協同。各地要加快推進電力市場建設發展,完善市場交易規則,促進電量電價通過市場化方式有效形成,與煤電容量電價機制協同發揮作用;已建立調峰補償機制的地方,要認真評估容量電價機制實施后系統調峰需求、煤電企業經營狀況等,相應調整有償調峰服務補償標準。電力現貨市場連續運行的地方,可參考本通知明確的煤電容量電價機制,研究建立適應當地電力市場運行情況的發電側容量電價機制;發電側容量電價機制建立后,省內煤電機組不再執行本通知規定的容量電價機制。
??(三)密切跟蹤監測。省級價格主管部門要會同當地相關部門,積極跟蹤煤電容量電價機制執行情況,密切監測煤炭、電力市場動態和價格變化,發現問題及時反映。電網企業要對煤電容量電費單獨歸集、單獨反映,按季向省級價格主管部門和相關主管部門報送當地煤電機組容量電費結算及扣減情況、工商業用戶度電分攤水平測算及執行情況、電量電費結算情況等信息。
??(四)加強宣傳引導。各地要加強政策解讀和宣傳引導,指導電網企業、發電企業向用戶充分闡釋建立煤電容量電價機制對發揮煤電支撐調節作用、更好保障電力安全穩定供應、促進能源綠色低碳轉型的重要意義,積極回應社會關切,增進各方面理解和支持。
??本(ben)通知自2024年1月1日(ri)起實施(shi)。政(zheng)策實施(shi)過程中如遇市場(chang)形勢等發生重大(da)變化,國家(jia)發展改革(ge)委、國家(jia)能源局將適時評估調整。
