能源(yuan)(yuan)(yuan)重點領(ling)(ling)域大規(gui)模(mo)(mo)(mo)設備(bei)更(geng)(geng)新(xin)實施方(fang)案能源(yuan)(yuan)(yuan)是(shi)經濟社會發展的重要物質(zhi)基礎(chu)和(he)(he)動(dong)力(li)源(yuan)(yuan)(yuan)泉(quan),推(tui)(tui)(tui)動(dong)能源(yuan)(yuan)(yuan)重點領(ling)(ling)域大規(gui)模(mo)(mo)(mo)設備(bei)更(geng)(geng)新(xin)是(shi)更(geng)(geng)好統籌高(gao)質(zhi)量發展和(he)(he)高(gao)水平安全的重要舉措。為深入貫徹黨中(zhong)央決策(ce)部署,落(luo)實國務院《推(tui)(tui)(tui)動(dong)大規(gui)模(mo)(mo)(mo)設備(bei)更(geng)(geng)新(xin)和(he)(he)消費品以舊換(huan)新(xin)行動(dong)方(fang)案》有關要求(qiu),推(tui)(tui)(tui)動(dong)能源(yuan)(yuan)(yuan)重點領(ling)(ling)域大規(gui)模(mo)(mo)(mo)設備(bei)更(geng)(geng)新(xin)和(he)(he)技術改造,支撐建設新(xin)型(xing)能源(yuan)(yuan)(yuan)體(ti)系(xi),助力(li)實現碳達峰碳中(zhong)和(he)(he)目標,制(zhi)定本(ben)方(fang)案。
一、總體要求
以習近平新(xin)時(shi)代(dai)中(zhong)國特(te)色社會主義思想為指(zhi)導,深入(ru)貫徹黨的二十大精神,按照中(zhong)央經(jing)濟工作會議和(he)(he)(he)中(zhong)央財(cai)經(jing)委員會第四次會議部署,統(tong)籌擴大內(nei)需和(he)(he)(he)深化供給側結構性改(gai)革,統(tong)籌高(gao)質量發(fa)展(zhan)和(he)(he)(he)高(gao)水(shui)平安(an)全,實(shi)(shi)(shi)施(shi)發(fa)輸(shu)配電領(ling)域設備(bei)更(geng)新(xin)和(he)(he)(he)技術改(gai)造行(xing)動(dong),實(shi)(shi)(shi)施(shi)風(feng)電光伏設備(bei)更(geng)新(xin)和(he)(he)(he)高(gao)效回(hui)收利(li)用行(xing)動(dong),實(shi)(shi)(shi)施(shi)標(biao)準提升(sheng)行(xing)動(dong),加(jia)快構建(jian)清潔(jie)低碳安(an)全高(gao)效的能(neng)源體系,培育(yu)和(he)(he)(he)發(fa)展(zhan)新(xin)質生產力。堅(jian)持(chi)(chi)市場為主、統(tong)籌聯動(dong),堅(jian)持(chi)(chi)先立后(hou)破、穩步推進,堅(jian)持(chi)(chi)鼓勵先進、淘汰落后(hou),堅(jian)持(chi)(chi)標(biao)準引領(ling)、有序(xu)提升(sheng)。到2027 年(nian),能(neng)源重(zhong)點領(ling)域設備(bei)投(tou)資規模(mo)較 2023 年(nian)增長25%以上,重(zhong)點推動(dong)實(shi)(shi)(shi)施(shi)煤電機組節(jie)能(neng)改(gai)造、供熱改(gai)造和(he)(he)(he)靈活性改(gai)造“三改(gai)聯動(dong)”,輸(shu)配電、風(feng)電、光伏、水(shui)電等領(ling)域實(shi)(shi)(shi)現設備(bei)更(geng)新(xin)和(he)(he)(he)技術改(gai)造。
二、重點任務
(一)推進(jin)(jin)火(huo)(huo)電(dian)(dian)(dian)(dian)設(she)(she)備(bei)(bei)更新(xin)和技(ji)術改(gai)造(zao)(zao)(zao)持續推動節能改(gai)造(zao)(zao)(zao)、供熱改(gai)造(zao)(zao)(zao)和靈活(huo)性改(gai)造(zao)(zao)(zao)“三(san)改(gai)聯動”,進(jin)(jin)一步降低煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)能耗,提(ti)升機(ji)組(zu)(zu)靈活(huo)調節能力。推動燃煤(mei)(mei)耦合生物質發電(dian)(dian)(dian)(dian)技(ji)術示范應(ying)(ying)用,支撐(cheng)煤(mei)(mei)電(dian)(dian)(dian)(dian)低碳化發展。統籌優化存量機(ji)組(zu)(zu)結構,淘汰關(guan)停(ting)一批落后煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu),將一批符合條件的(de)關(guan)停(ting)機(ji)組(zu)(zu)轉為應(ying)(ying)急備(bei)(bei)用電(dian)(dian)(dian)(dian)源(yuan)。因地(di)制(zhi)宜(yi)對位于城市建成(cheng)區存在“退城進(jin)(jin)郊”異(yi)地(di)搬遷需求的(de)煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)組(zu)(zu)適(shi)當(dang)放寬淘汰關(guan)停(ting)的(de)服役要求。以機(ji)組(zu)(zu)安全性、可靠性為基礎,大力推進(jin)(jin)設(she)(she)備(bei)(bei)安全更新(xin)改(gai)造(zao)(zao)(zao)。加快火(huo)(huo)電(dian)(dian)(dian)(dian)數字化設(she)(she)計建造(zao)(zao)(zao)和智(zhi)能化升級,建設(she)(she)智(zhi)能感知、智(zhi)能診斷(duan)、智(zhi)能控制(zhi)、智(zhi)慧(hui)運行(xing)的(de)智(zhi)能電(dian)(dian)(dian)(dian)廠(chang)。
(二(er))推(tui)進輸(shu)配(pei)電(dian)(dian)(dian)設(she)備(bei)更新(xin)和(he)(he)技術改(gai)(gai)造(zao)鼓勵開(kai)展老舊變電(dian)(dian)(dian)站和(he)(he)輸(shu)電(dian)(dian)(dian)線路(lu)整體改(gai)(gai)造(zao),加快更新(xin)運(yun)行(xing)年限較長(chang)、不滿足運(yun)行(xing)要求的(de)變壓器、高(gao)壓開(kai)關、無功補償、保護測控(kong)等設(she)備(bei),提高(gao)電(dian)(dian)(dian)網(wang)運(yun)行(xing)安(an)全能(neng)力(li)。重(zhong)(zhong)點推(tui)動高(gao)海(hai)拔(ba)、高(gao)地(di)(di)震(zhen)烈度、重(zhong)(zhong)覆冰、高(gao)寒地(di)(di)區、臺(tai)風頻(pin)發(fa)(fa)區、內澇頻(pin)發(fa)(fa)區、山(shan)火頻(pin)發(fa)(fa)地(di)(di)區輸(shu)變電(dian)(dian)(dian)設(she)備(bei)改(gai)(gai)造(zao)更新(xin),提升電(dian)(dian)(dian)網(wang)設(she)備(bei)防(fang)災(zai)抗災(zai)能(neng)力(li)。適(shi)度超(chao)前建(jian)設(she)配(pei)電(dian)(dian)(dian)網(wang),提升配(pei)電(dian)(dian)(dian)網(wang)承載力(li),滿足分布式新(xin)能(neng)源和(he)(he)電(dian)(dian)(dian)動汽車充電(dian)(dian)(dian)基礎設(she)施(shi)發(fa)(fa)展。重(zhong)(zhong)點推(tui)進老舊小區配(pei)變容(rong)量(liang)提升和(he)(he)線路(lu)、智(zhi)能(neng)電(dian)(dian)(dian)表改(gai)(gai)造(zao)。發(fa)(fa)揮中央預(yu)算(suan)內投資(zi)引導帶動作用,積極推(tui)進農村電(dian)(dian)(dian)網(wang)鞏(gong)固提升工程。推(tui)動柔性直流輸(shu)電(dian)(dian)(dian)、交直流混聯電(dian)(dian)(dian)網(wang)、低頻(pin)輸(shu)電(dian)(dian)(dian)、智(zhi)能(neng)調度等先(xian)進技術研發(fa)(fa)和(he)(he)應用,加快推(tui)進電(dian)(dian)(dian)網(wang)數字化智(zhi)能(neng)化升級改(gai)(gai)造(zao),加快新(xin)一代集(ji)控(kong)站建(jian)設(she),提升電(dian)(dian)(dian)網(wang)控(kong)制和(he)(he)故障診斷能(neng)力(li)。
(三)推進風(feng)(feng)電設備(bei)更新(xin)(xin)和循環利用(yong)按照《風(feng)(feng)電場(chang)(chang)改造升級和退(tui)役管理辦(ban)法》的(de)要求(qiu)鼓(gu)勵并網運行超過(guo)(guo) 15 年或(huo)單(dan)臺機(ji)(ji)(ji)組(zu)(zu)容量小于 1.5 兆瓦的(de)風(feng)(feng)電場(chang)(chang)開展改造升級。鼓(gu)勵單(dan)機(ji)(ji)(ji)容量大、技(ji)(ji)術先進的(de)行業(ye)(ye)主流(liu)機(ji)(ji)(ji)型替代(dai)原有(you)小容量風(feng)(feng)電機(ji)(ji)(ji)組(zu)(zu),支持(chi)綠色低碳(tan)材料、新(xin)(xin)型高塔技(ji)(ji)術、節地型技(ji)(ji)術、高效(xiao)率及(ji)智能化風(feng)(feng)電機(ji)(ji)(ji)組(zu)(zu)應(ying)用(yong),提高單(dan)位土地面(mian)積(ji)的(de)發(fa)電量,提升設備(bei)設施修(xiu)舊利廢(fei)水平(ping),實現風(feng)(feng)能、土地和電網資源提質增(zeng)效(xiao)。推動(dong)建(jian)立風(feng)(feng)電場(chang)(chang)改造升級和退(tui)役項(xiang)目全過(guo)(guo)程信息監測。鼓(gu)勵發(fa)電企(qi)業(ye)(ye)、設備(bei)制造企(qi)業(ye)(ye)、科研(yan)機(ji)(ji)(ji)構(gou)開展新(xin)(xin)技(ji)(ji)術、新(xin)(xin)標(biao)準和新(xin)(xin)場(chang)(chang)景研(yan)究,建(jian)立健全風(feng)(feng)電循環利用(yong)產業(ye)(ye)鏈體(ti)系,培育和壯大風(feng)(feng)電產業(ye)(ye)循環利用(yong)新(xin)(xin)業(ye)(ye)態。
(四(si))推進光(guang)(guang)伏(fu)(fu)(fu)設(she)(she)備(bei)(bei)(bei)更(geng)新和循環利用支(zhi)持光(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)(dian)(dian)站(zhan)構網型改造,通過電(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)子技術、數字化(hua)(hua)技術、智慧化(hua)(hua)技術綜(zong)合提升電(dian)(dian)(dian)(dian)站(zhan)發(fa)(fa)電(dian)(dian)(dian)(dian)效率和系統支(zhi)撐能(neng)力。推動老(lao)舊光(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)(dian)(dian)站(zhan)光(guang)(guang)伏(fu)(fu)(fu)設(she)(she)備(bei)(bei)(bei)殘(can)余(yu)壽命評估技術研(yan)(yan)發(fa)(fa),鼓勵通過高效光(guang)(guang)伏(fu)(fu)(fu)組件、逆變器等關鍵發(fa)(fa)電(dian)(dian)(dian)(dian)設(she)(she)備(bei)(bei)(bei)更(geng)新,合理優化(hua)(hua)光(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)(dian)(dian)站(zhan)開發(fa)(fa)建(jian)設(she)(she)布局(ju)和規模,提升光(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)系統單位面(mian)積能(neng)量密(mi)度和光(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)(dian)(dian)站(zhan)土地使用效率,提高光(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)(dian)(dian)站(zhan)發(fa)(fa)電(dian)(dian)(dian)(dian)能(neng)力。推進光(guang)(guang)伏(fu)(fu)(fu)組件回收(shou)處理與再利用技術發(fa)(fa)展,支(zhi)持基于物理法(fa)和化(hua)(hua)學法(fa)的(de)光(guang)(guang)伏(fu)(fu)(fu)組件低成本綠色(se)拆解、高價值組分(fen)高效環保分(fen)離技術和成套裝(zhuang)備(bei)(bei)(bei)研(yan)(yan)發(fa)(fa)。
(五)穩(wen)(wen)妥(tuo)推進水(shui)電(dian)(dian)(dian)設備更(geng)新改造(zao)研究(jiu)提(ti)升水(shui)輪發電(dian)(dian)(dian)機組(zu)靈活性、寬(kuan)負荷運(yun)(yun)行(xing)能(neng)力(li)(li)(li)(li),開展(zhan)水(shui)電(dian)(dian)(dian)資(zi)源潛力(li)(li)(li)(li)挖掘,提(ti)升老舊機組(zu)運(yun)(yun)行(xing)效率,增加機組(zu)穩(wen)(wen)定運(yun)(yun)行(xing)能(neng)力(li)(li)(li)(li),更(geng) 好適應新型電(dian)(dian)(dian)力(li)(li)(li)(li)系統運(yun)(yun)行(xing)需要。針對(dui)電(dian)(dian)(dian)力(li)(li)(li)(li)系統有需求、電(dian)(dian)(dian)站有條件(jian)、要素有保(bao)障的水(shui)電(dian)(dian)(dian)項目,研究(jiu)推進機組(zu)更(geng)新改造(zao)。推動(dong)(dong)流域水(shui)電(dian)(dian)(dian)集(ji)控建(jian)設,開展(zhan)智慧水(shui)電(dian)(dian)(dian)相關技術(shu)研究(jiu),逐步推動(dong)(dong)設備及(ji)產品智慧運(yun)(yun)營(ying)。
(六(liu))推進(jin)清(qing)(qing)潔(jie)取暖(nuan)(nuan)設(she)(she)(she)備更新(xin)(xin)(xin)改(gai)造鼓勵北方(fang)(fang)地(di)區各省(sheng)份結合清(qing)(qing)潔(jie)取暖(nuan)(nuan)設(she)(she)(she)備運行情(qing)況,將清(qing)(qing)潔(jie)取暖(nuan)(nuan)設(she)(she)(she)備納(na)入大(da)規模設(she)(she)(she)備更新(xin)(xin)(xin)和消費(fei)品以舊換新(xin)(xin)(xin)行動方(fang)(fang)案,加大(da)地(di)方(fang)(fang)財政(zheng)、金(jin)融等政(zheng)策支持(chi)力度。對質保到期的(de)清(qing)(qing)潔(jie)取暖(nuan)(nuan)設(she)(she)(she)備開展(zhan)更新(xin)(xin)(xin)改(gai)造,支持(chi)安全高效(xiao)、先(xian)進(jin)可(ke)靠的(de)清(qing)(qing)潔(jie)取暖(nuan)(nuan)技(ji)術(shu)(shu)發展(zhan),因地(di)制宜對清(qing)(qing)潔(jie)取暖(nuan)(nuan)技(ji)術(shu)(shu)路線進(jin)行優化升級(ji),保障設(she)(she)(she)備更新(xin)(xin)(xin)后(hou)長期可(ke)持(chi)續運轉,確保群眾“用(yong)得起、用(yong)得好”。
(七(qi))以標(biao)(biao)準(zhun)提(ti)升促進(jin)設(she)(she)(she)備(bei)更新(xin)(xin)和(he)技術改(gai)造統籌推(tui)進(jin)燃煤(mei)發電(dian)機(ji)組(zu)能耗限額、大(da)中型火(huo)力發電(dian)廠設(she)(she)(she)計等標(biao)(biao)準(zhun)修訂,推(tui)動(dong)建設(she)(she)(she)節能環保(bao)、靈活高效(xiao)(xiao)的(de)新(xin)(xin)一代煤(mei)電(dian)機(ji)組(zu)。加(jia)快車網互動(dong)、大(da)功(gong)率(lv)充電(dian)等方向(xiang)的(de)技術標(biao)(biao)準(zhun)制定與應用,加(jia)大(da)低效(xiao)(xiao)、失效(xiao)(xiao)充電(dian)樁淘汰與更新(xin)(xin)改(gai)造力度,促進(jin)產業提(ti)質升級(ji)。建立(li)健全充電(dian)基礎設(she)(she)(she)施、新(xin)(xin)型儲能、氫能、電(dian)力裝備(bei)等領域標(biao)(biao)準(zhun)體系,加(jia)強能源(yuan)行業標(biao)(biao)準(zhun)供(gong)給和(he)升級(ji),提(ti)高設(she)(she)(she)備(bei)效(xiao)(xiao)率(lv)和(he)可靠性。
三(san)、保障措施
(一)加大(da)財稅金融等(deng)政策(ce)支(zhi)持(chi)力度。加大(da)能源重(zhong)點領域設(she)備更新和技(ji)術(shu)(shu)改造資金支(zhi)持(chi)力度,強化銀企對接,引導金融機構加強對設(she)備更新和技(ji)術(shu)(shu)改造的支(zhi)持(chi),用好(hao)再貸(dai)款、財政貼息(xi)等(deng)支(zhi)持(chi)政策(ce), 擴大(da)制造業中長(chang)期貸(dai)款投放。
(二)加強要素(su)保(bao)障(zhang)。鼓勵地(di)方加強企業技術改(gai)造項(xiang)目(mu)要素(su)資源保(bao)障(zhang),將(jiang)技術改(gai)造項(xiang)目(mu)涉及(ji)用地(di)、用能等納入(ru)優先保(bao)障(zhang)范圍(wei),對不新(xin)增(zeng)土地(di)、以設備更新(xin)為主的(de)技術改(gai)造項(xiang)目(mu),簡化前(qian)期(qi)審批手續。
(三)強化創(chuang)新(xin)支(zhi)撐。聚焦(jiao)重(zhong)大技(ji)術裝(zhuang)備“卡脖子”難題,積極開(kai)展(zhan)重(zhong)大技(ji)術裝(zhuang)備科(ke)技(ji)攻關。完善“揭榜掛帥”“賽(sai)馬(ma)”和能源領域(yu)首(shou)臺(套)示范應用(yong)(yong)等(deng)機(ji)制,加快創(chuang)新(xin)成果產業(ye)化應用(yong)(yong)。積極利用(yong)(yong)國家重(zhong)點研發計劃等(deng)科(ke)技(ji)專(zhuan)項(xiang)支(zhi)持能源重(zhong)點領域(yu)設備更新(xin)和技(ji)術改造。
