??為貫(guan)徹落實(shi)黨中(zhong)央、國務院關(guan)(guan)于加(jia)快(kuai)構(gou)建新(xin)型(xing)(xing)電(dian)(dian)(dian)(dian)力系統的(de)(de)決策部署,適應煤電(dian)(dian)(dian)(dian)向(xiang)基礎保障(zhang)性(xing)和系統調(diao)節性(xing)電(dian)(dian)(dian)(dian)源并重(zhong)轉型(xing)(xing)的(de)(de)新(xin)形(xing)勢,推動煤電(dian)(dian)(dian)(dian)轉變經營發展模式,充分發揮(hui)支撐調(diao)節作用,更好保障(zhang)電(dian)(dian)(dian)(dian)力安全穩定(ding)供(gong)應,促進新(xin)能源加(jia)快(kuai)發展和能源綠色低碳轉型(xing)(xing),現就(jiu)建立(li)煤電(dian)(dian)(dian)(dian)容量電(dian)(dian)(dian)(dian)價機制有關(guan)(guan)事項通(tong)知如下(xia)。
??一、總體思路
??堅(jian)持市(shi)場(chang)化改革方向,加快推進(jin)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)量(liang)(liang)市(shi)場(chang)、容量(liang)(liang)市(shi)場(chang)、輔助(zhu)服務(wu)市(shi)場(chang)等(deng)高效(xiao)協(xie)同的電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力市(shi)場(chang)體(ti)系(xi)建設,逐步(bu)構建起有效(xiao)反映(ying)各類電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)源電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)價(jia)(jia)值和容量(liang)(liang)價(jia)(jia)值的兩部制(zhi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)機制(zhi)。當前階(jie)段,適(shi)應(ying)煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)功能(neng)加快轉型(xing)需要,將現行(xing)煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)單一制(zhi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)調(diao)整為兩部制(zhi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia),其(qi)中電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)通過市(shi)場(chang)化方式(shi)形(xing)成,靈敏(min)反映(ying)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力市(shi)場(chang)供需、燃料成本變化等(deng)情況(kuang);容量(liang)(liang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)水平根據轉型(xing)進(jin)度等(deng)實際情況(kuang)合理確(que)(que)定(ding)并逐步(bu)調(diao)整,充分體(ti)現煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)對電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力系(xi)統的支撐調(diao)節價(jia)(jia)值,確(que)(que)保煤電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)行(xing)業(ye)持續健康運行(xing)。
??二、政策內容
??(一)實施范圍。煤電容量電價機制適用于合規在運的公用煤電機組。燃煤自備電廠、不符合國家規劃的煤電機組,以及不滿足國家對于能耗、環保和靈活調節能力等要求的煤電機組,不執行容量電價機制,具體由國家能源局另行明確。
??(二)容量電價水平的確定。煤電容量電價按照回收煤電機組一定比例固定成本的方式確定。其中,用于計算容量電價的煤電機組固定成本實行全國統一標準,為每年每千瓦330元;通過容量電價回收的固定成本比例,綜合考慮各地電力系統需要、煤電功能轉型情況等因素確定,2024~2025年多數地方為30%左右,部分煤電功能轉型較快的地方適當高一些,為50%左右(各省級電網煤電容量電價水平具體見附件)。2026年起,將各地通過容量電價回收固定成本的比例提升至不低于50%。
??(三)容量電費分攤。煤電機組可獲得的容量電費,根據當地煤電容量電價和機組申報的最大出力確定,煤電機組分月申報,電網企業按月結算。新建煤電機組自投運次月起執行煤電容量電價機制。各地煤電容量電費納入系統運行費用,每月由工商業用戶按當月用電量比例分攤,由電網企業按月發布、滾動清算。
??對納入受(shou)電(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)電(dian)(dian)(dian)(dian)力(li)電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)平衡(heng)的跨省(sheng)(sheng)跨區(qu)外送(song)煤電(dian)(dian)(dian)(dian)機組(zu),送(song)受(shou)雙方應(ying)當簽訂年度(du)及以(yi)上(shang)(shang)中(zhong)長(chang)期合同(tong),明確煤電(dian)(dian)(dian)(dian)容(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)費(fei)分(fen)攤(tan)比(bi)例(li)和履約責任等內容(rong)(rong)(rong)。其中(zhong):(1)配(pei)套煤電(dian)(dian)(dian)(dian)機組(zu),原(yuan)則上(shang)(shang)執(zhi)行(xing)受(shou)電(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)容(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)價(jia),容(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)費(fei)由受(shou)電(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)承擔。向多個省(sheng)(sheng)份(fen)送(song)電(dian)(dian)(dian)(dian)的,容(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)費(fei)可暫按(an)受(shou)電(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)分(fen)電(dian)(dian)(dian)(dian)比(bi)例(li)分(fen)攤(tan),鼓勵探索按(an)送(song)電(dian)(dian)(dian)(dian)容(rong)(rong)(rong)量(liang)(liang)(liang)比(bi)例(li)分(fen)攤(tan)。(2)其他煤電(dian)(dian)(dian)(dian)機組(zu),原(yuan)則上(shang)(shang)執(zhi)行(xing)送(song)電(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)容(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)價(jia),容(rong)(rong)(rong)量(liang)(liang)(liang)電(dian)(dian)(dian)(dian)費(fei)由送(song)、受(shou)方合理分(fen)攤(tan),分(fen)攤(tan)比(bi)例(li)考慮送(song)電(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)外送(song)電(dian)(dian)(dian)(dian)量(liang)(liang)(liang)占比(bi)、高峰時段保障受(shou)電(dian)(dian)(dian)(dian)省(sheng)(sheng)份(fen)用電(dian)(dian)(dian)(dian)情(qing)況等因素(su)協商確定。
??對未納(na)入受(shou)電(dian)(dian)省份(fen)電(dian)(dian)力電(dian)(dian)量平衡(heng)的跨省跨區外送煤電(dian)(dian)機(ji)組,由送電(dian)(dian)省份(fen)承擔其容量電(dian)(dian)費。
??(四)容量電費考核。正常在運情況下,煤電機組無法按照調度指令(跨省跨區送電按合同約定,下同)提供申報最大出力的,月內發生兩次扣減當月容量電費的10%,發生三次扣減50%,發生四次及以上扣減100%。煤電機組最大出力申報、認定及考核等規則,由國家能源局結合電力并網運行管理細則等規定明確。最大出力未達標情況由電網企業按月統計,相應扣減容量電費。對自然年內月容量電費全部扣減累計發生三次的煤電機組,取消其獲取容量電費的資格。
??應(ying)急備用(yong)煤(mei)電(dian)(dian)機(ji)組(zu)的容量電(dian)(dian)價(jia),由(you)省級價(jia)格(ge)主管部(bu)門(men)會同能源主管部(bu)門(men)按(an)照(zhao)回(hui)收(shou)日常維護成本的原則(ze)制(zhi)定,鼓勵采(cai)取競爭性(xing)招標等方式確定。應(ying)急備用(yong)煤(mei)電(dian)(dian)機(ji)組(zu)調用(yong)時段(duan)電(dian)(dian)量電(dian)(dian)價(jia),按(an)同時段(duan)最短周期電(dian)(dian)力市(shi)場(chang)交易電(dian)(dian)價(jia)水平確定。應(ying)急備用(yong)煤(mei)電(dian)(dian)機(ji)組(zu)具體(ti)范圍及(ji)管理辦(ban)法(fa)由(you)國家能源局另行明確。
??三、保障措施
??(一)周密組織實施。省級價格主管部門要牽頭做好煤電容量電價機制落實工作,周密部署安排,精心組織實施。跨省跨區送電送、受方要加強溝通銜接,盡快細化確定外送煤電機組容量電費分攤方式等內容,并在中長期交易合同中明確。電網企業要積極配合做好煤電容量電費測算、結算、信息統計報送等相關工作。發電企業要按規定及時申報機組最大出力,作為容量電費測算、結算、考核的依據。國家發展改革委強化煤炭價格調控監管,加強煤電中長期合同簽約履約指導,促進形成競爭充分、合理反映燃料成本的電量電價,引導煤炭、煤電價格保持基本穩定,確保機制平穩實施。
??(二)強化政策協同。各地要加快推進電力市場建設發展,完善市場交易規則,促進電量電價通過市場化方式有效形成,與煤電容量電價機制協同發揮作用;已建立調峰補償機制的地方,要認真評估容量電價機制實施后系統調峰需求、煤電企業經營狀況等,相應調整有償調峰服務補償標準。電力現貨市場連續運行的地方,可參考本通知明確的煤電容量電價機制,研究建立適應當地電力市場運行情況的發電側容量電價機制;發電側容量電價機制建立后,省內煤電機組不再執行本通知規定的容量電價機制。
??(三)密切跟蹤監測。省級價格主管部門要會同當地相關部門,積極跟蹤煤電容量電價機制執行情況,密切監測煤炭、電力市場動態和價格變化,發現問題及時反映。電網企業要對煤電容量電費單獨歸集、單獨反映,按季向省級價格主管部門和相關主管部門報送當地煤電機組容量電費結算及扣減情況、工商業用戶度電分攤水平測算及執行情況、電量電費結算情況等信息。
??(四)加強宣傳引導。各地要加強政策解讀和宣傳引導,指導電網企業、發電企業向用戶充分闡釋建立煤電容量電價機制對發揮煤電支撐調節作用、更好保障電力安全穩定供應、促進能源綠色低碳轉型的重要意義,積極回應社會關切,增進各方面理解和支持。
??本通知自2024年1月1日(ri)起實施。政策(ce)實施過(guo)程中(zhong)如遇市(shi)場形勢等發生(sheng)重(zhong)大變(bian)化,國家(jia)發展(zhan)改革委、國家(jia)能源局(ju)將適(shi)時評估調整。
