       能(neng)(neng)(neng)源(yuan)重點領(ling)域(yu)(yu)大(da)規(gui)模(mo)設(she)備(bei)更(geng)新(xin)(xin)實施方案(an)(an)能(neng)(neng)(neng)源(yuan)是經濟社(she)會(hui)發(fa)展的(de)重要物質基礎和(he)動(dong)力源(yuan)泉,推動(dong)能(neng)(neng)(neng)源(yuan)重點領(ling)域(yu)(yu)大(da)規(gui)模(mo)設(she)備(bei)更(geng)新(xin)(xin)是更(geng)好統籌高質量發(fa)展和(he)高水平安全的(de)重要舉措。為(wei)深(shen)入貫(guan)徹(che)黨(dang)中央決策部署,落實國務院(yuan)《推動(dong)大(da)規(gui)模(mo)設(she)備(bei)更(geng)新(xin)(xin)和(he)消(xiao)費品以舊換新(xin)(xin)行(xing)動(dong)方案(an)(an)》有關要求(qiu),推動(dong)能(neng)(neng)(neng)源(yuan)重點領(ling)域(yu)(yu)大(da)規(gui)模(mo)設(she)備(bei)更(geng)新(xin)(xin)和(he)技術(shu)改造(zao),支撐(cheng)建設(she)新(xin)(xin)型(xing)能(neng)(neng)(neng)源(yuan)體系,助力實現碳(tan)達峰碳(tan)中和(he)目標,制定本(ben)方案(an)(an)。 


一、總體要(yao)求(qiu) 

以習近平(ping)(ping)新(xin)(xin)時代中國特色社會(hui)主(zhu)義(yi)思想為(wei)指導,深入貫(guan)徹黨的二十大精神,按(an)照中央經(jing)濟工作(zuo)會(hui)議(yi)和(he)中央財經(jing)委(wei)員會(hui)第四次會(hui)議(yi)部署,統籌(chou)擴(kuo)大內需(xu)和(he)深化(hua)供給(gei)側結構(gou)性(xing)改(gai)革,統籌(chou)高質量發(fa)(fa)展(zhan)和(he)高水(shui)(shui)平(ping)(ping)安(an)全,實(shi)(shi)施發(fa)(fa)輸(shu)配(pei)電領(ling)域(yu)設備(bei)(bei)(bei)更(geng)新(xin)(xin)和(he)技術改(gai)造行動(dong),實(shi)(shi)施風(feng)電光(guang)伏(fu)設備(bei)(bei)(bei)更(geng)新(xin)(xin)和(he)高效回收利用(yong)行動(dong),實(shi)(shi)施標準提升(sheng)(sheng)行動(dong),加快構(gou)建(jian)清潔(jie)低碳安(an)全高效的能源體系,培育和(he)發(fa)(fa)展(zhan)新(xin)(xin)質生產力。堅持(chi)(chi)(chi)市場為(wei)主(zhu)、統籌(chou)聯動(dong),堅持(chi)(chi)(chi)先立后破、穩步推進(jin)(jin),堅持(chi)(chi)(chi)鼓勵先進(jin)(jin)、淘(tao)汰落后,堅持(chi)(chi)(chi)標準引(yin)領(ling)、有序提升(sheng)(sheng)。到2027 年,能源重點(dian)領(ling)域(yu)設備(bei)(bei)(bei)投(tou)資規模較 2023 年增長25%以上,重點(dian)推動(dong)實(shi)(shi)施煤(mei)電機組節能改(gai)造、供熱改(gai)造和(he)靈活(huo)性(xing)改(gai)造“三改(gai)聯動(dong)”,輸(shu)配(pei)電、風(feng)電、光(guang)伏(fu)、水(shui)(shui)電等(deng)領(ling)域(yu)實(shi)(shi)現設備(bei)(bei)(bei)更(geng)新(xin)(xin)和(he)技術改(gai)造。


二、重點任務

 (一(yi))推(tui)進火(huo)電(dian)設(she)備更新(xin)和(he)技術改造(zao)持續推(tui)動(dong)節能改造(zao)、供熱改造(zao)和(he)靈活性(xing)(xing)改造(zao)“三改聯動(dong)”,進一(yi)步(bu)降低(di)煤(mei)(mei)電(dian)機(ji)(ji)組(zu)能耗,提升機(ji)(ji)組(zu)靈活調節能力(li)。推(tui)動(dong)燃煤(mei)(mei)耦(ou)合生物質發電(dian)技術示范應用,支撐煤(mei)(mei)電(dian)低(di)碳化(hua)發展。統(tong)籌優化(hua)存量機(ji)(ji)組(zu)結構,淘汰關(guan)停(ting)(ting)一(yi)批(pi)落后(hou)煤(mei)(mei)電(dian)機(ji)(ji)組(zu),將一(yi)批(pi)符(fu)合條件的(de)關(guan)停(ting)(ting)機(ji)(ji)組(zu)轉為應急備用電(dian)源。因(yin)地(di)制(zhi)(zhi)宜對位于城(cheng)(cheng)市建(jian)成區存在“退城(cheng)(cheng)進郊”異地(di)搬(ban)遷需(xu)求的(de)煤(mei)(mei)電(dian)機(ji)(ji)組(zu)適當放寬淘汰關(guan)停(ting)(ting)的(de)服(fu)役要求。以機(ji)(ji)組(zu)安(an)全性(xing)(xing)、可靠性(xing)(xing)為基礎,大力(li)推(tui)進設(she)備安(an)全更新(xin)改造(zao)。加快火(huo)電(dian)數(shu)字化(hua)設(she)計建(jian)造(zao)和(he)智能化(hua)升級,建(jian)設(she)智能感知(zhi)、智能診斷、智能控(kong)制(zhi)(zhi)、智慧運行(xing)的(de)智能電(dian)廠(chang)。 

(二)推(tui)(tui)進輸配電(dian)(dian)(dian)(dian)設(she)備(bei)(bei)更新(xin)和(he)技(ji)術改(gai)(gai)造鼓(gu)勵(li)開展(zhan)老(lao)舊變電(dian)(dian)(dian)(dian)站和(he)輸電(dian)(dian)(dian)(dian)線(xian)路整體(ti)改(gai)(gai)造,加快更新(xin)運(yun)行(xing)年限較(jiao)長、不滿足(zu)運(yun)行(xing)要求的變壓器、高(gao)(gao)壓開關(guan)、無功補償、保(bao)護測控等設(she)備(bei)(bei),提高(gao)(gao)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)運(yun)行(xing)安全(quan)能(neng)力(li)。重(zhong)點(dian)推(tui)(tui)動(dong)高(gao)(gao)海拔、高(gao)(gao)地(di)震烈度(du)、重(zhong)覆冰、高(gao)(gao)寒地(di)區(qu)、臺風頻(pin)發(fa)(fa)區(qu)、內澇頻(pin)發(fa)(fa)區(qu)、山火頻(pin)發(fa)(fa)地(di)區(qu)輸變電(dian)(dian)(dian)(dian)設(she)備(bei)(bei)改(gai)(gai)造更新(xin),提升(sheng)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)設(she)備(bei)(bei)防災抗災能(neng)力(li)。適度(du)超(chao)前建設(she)配電(dian)(dian)(dian)(dian)網(wang)(wang)(wang),提升(sheng)配電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)承載力(li),滿足(zu)分布式新(xin)能(neng)源和(he)電(dian)(dian)(dian)(dian)動(dong)汽(qi)車充(chong)電(dian)(dian)(dian)(dian)基礎設(she)施發(fa)(fa)展(zhan)。重(zhong)點(dian)推(tui)(tui)進老(lao)舊小區(qu)配變容量提升(sheng)和(he)線(xian)路、智(zhi)能(neng)電(dian)(dian)(dian)(dian)表改(gai)(gai)造。發(fa)(fa)揮(hui)中央預算內投資引導帶動(dong)作用(yong)(yong),積(ji)極推(tui)(tui)進農(nong)村電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)鞏固(gu)提升(sheng)工程。推(tui)(tui)動(dong)柔性直流(liu)輸電(dian)(dian)(dian)(dian)、交直流(liu)混聯(lian)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)、低頻(pin)輸電(dian)(dian)(dian)(dian)、智(zhi)能(neng)調度(du)等先(xian)進技(ji)術研發(fa)(fa)和(he)應用(yong)(yong),加快推(tui)(tui)進電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)數字化智(zhi)能(neng)化升(sheng)級改(gai)(gai)造,加快新(xin)一代集控站建設(she),提升(sheng)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)控制(zhi)和(he)故障(zhang)診(zhen)斷能(neng)力(li)。 

(三)推進(jin)(jin)風(feng)電(dian)設備(bei)更新(xin)和(he)(he)(he)循(xun)環(huan)利(li)(li)用(yong)按(an)照《風(feng)電(dian)場改造(zao)(zao)升(sheng)級(ji)和(he)(he)(he)退役(yi)管理辦法》的(de)要求鼓(gu)勵并網運行超(chao)過(guo) 15 年或單臺機(ji)組容量(liang)(liang)小(xiao)于(yu) 1.5 兆瓦的(de)風(feng)電(dian)場開(kai)(kai)展改造(zao)(zao)升(sheng)級(ji)。鼓(gu)勵單機(ji)容量(liang)(liang)大、技(ji)術(shu)先進(jin)(jin)的(de)行業(ye)主流(liu)機(ji)型替代原有小(xiao)容量(liang)(liang)風(feng)電(dian)機(ji)組,支持綠色低碳材(cai)料(liao)、新(xin)型高塔技(ji)術(shu)、節地型技(ji)術(shu)、高效(xiao)率及智能(neng)(neng)化風(feng)電(dian)機(ji)組應用(yong),提高單位土地面積的(de)發(fa)電(dian)量(liang)(liang),提升(sheng)設備(bei)設施(shi)修舊利(li)(li)廢水平,實現風(feng)能(neng)(neng)、土地和(he)(he)(he)電(dian)網資(zi)源提質增效(xiao)。推動(dong)建立風(feng)電(dian)場改造(zao)(zao)升(sheng)級(ji)和(he)(he)(he)退役(yi)項目全過(guo)程信息監測。鼓(gu)勵發(fa)電(dian)企(qi)業(ye)、設備(bei)制造(zao)(zao)企(qi)業(ye)、科(ke)研(yan)機(ji)構開(kai)(kai)展新(xin)技(ji)術(shu)、新(xin)標準和(he)(he)(he)新(xin)場景研(yan)究,建立健全風(feng)電(dian)循(xun)環(huan)利(li)(li)用(yong)產業(ye)鏈(lian)體系,培育和(he)(he)(he)壯大風(feng)電(dian)產業(ye)循(xun)環(huan)利(li)(li)用(yong)新(xin)業(ye)態。

(四)推(tui)進光(guang)伏(fu)設(she)備更新和循環利用(yong)支持(chi)光(guang)伏(fu)電(dian)(dian)(dian)(dian)站(zhan)構網型改造,通(tong)過電(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)子技(ji)(ji)(ji)術、數(shu)字化(hua)技(ji)(ji)(ji)術、智慧化(hua)技(ji)(ji)(ji)術綜合(he)(he)提(ti)升電(dian)(dian)(dian)(dian)站(zhan)發(fa)電(dian)(dian)(dian)(dian)效(xiao)率(lv)和系統支撐能力。推(tui)動老(lao)舊光(guang)伏(fu)電(dian)(dian)(dian)(dian)站(zhan)光(guang)伏(fu)設(she)備殘(can)余壽命評(ping)估技(ji)(ji)(ji)術研發(fa),鼓勵通(tong)過高效(xiao)光(guang)伏(fu)組件(jian)、逆變器等關鍵發(fa)電(dian)(dian)(dian)(dian)設(she)備更新,合(he)(he)理(li)優化(hua)光(guang)伏(fu)電(dian)(dian)(dian)(dian)站(zhan)開發(fa)建設(she)布局和規模,提(ti)升光(guang)伏(fu)發(fa)電(dian)(dian)(dian)(dian)系統單(dan)位面積能量(liang)密度(du)和光(guang)伏(fu)電(dian)(dian)(dian)(dian)站(zhan)土(tu)地使用(yong)效(xiao)率(lv),提(ti)高光(guang)伏(fu)電(dian)(dian)(dian)(dian)站(zhan)發(fa)電(dian)(dian)(dian)(dian)能力。推(tui)進光(guang)伏(fu)組件(jian)回收處理(li)與(yu)再利用(yong)技(ji)(ji)(ji)術發(fa)展,支持(chi)基于物理(li)法(fa)和化(hua)學法(fa)的光(guang)伏(fu)組件(jian)低成本(ben)綠色拆解、高價值組分高效(xiao)環保分離技(ji)(ji)(ji)術和成套裝備研發(fa)。

(五)穩(wen)妥推進(jin)水(shui)(shui)電(dian)(dian)設(she)備更(geng)新改造研究(jiu)提升水(shui)(shui)輪發電(dian)(dian)機組靈(ling)活性、寬負(fu)荷運(yun)行(xing)能力,開(kai)展(zhan)水(shui)(shui)電(dian)(dian)資源潛力挖掘,提升老舊機組運(yun)行(xing)效率(lv),增加機組穩(wen)定運(yun)行(xing)能力,更(geng) 好適應新型電(dian)(dian)力系統(tong)運(yun)行(xing)需要。針(zhen)對(dui)電(dian)(dian)力系統(tong)有需求、電(dian)(dian)站有條(tiao)件、要素有保(bao)障的水(shui)(shui)電(dian)(dian)項(xiang)目,研究(jiu)推進(jin)機組更(geng)新改造。推動流域水(shui)(shui)電(dian)(dian)集控建(jian)設(she),開(kai)展(zhan)智(zhi)慧水(shui)(shui)電(dian)(dian)相關技術研究(jiu),逐步推動設(she)備及產品智(zhi)慧運(yun)營。

 (六)推進清(qing)潔取(qu)(qu)暖設(she)(she)備(bei)更(geng)新改(gai)造鼓勵北方地(di)區(qu)各省份結合清(qing)潔取(qu)(qu)暖設(she)(she)備(bei)運(yun)行情況,將清(qing)潔取(qu)(qu)暖設(she)(she)備(bei)納(na)入(ru)大規模設(she)(she)備(bei)更(geng)新和消費品以舊換新行動方案,加大地(di)方財政、金融等政策(ce)支(zhi)持(chi)(chi)力度。對(dui)質保(bao)到(dao)期的清(qing)潔取(qu)(qu)暖設(she)(she)備(bei)開展更(geng)新改(gai)造,支(zhi)持(chi)(chi)安(an)全高效、先進可靠的清(qing)潔取(qu)(qu)暖技(ji)術發展,因地(di)制宜對(dui)清(qing)潔取(qu)(qu)暖技(ji)術路(lu)線進行優化升級,保(bao)障設(she)(she)備(bei)更(geng)新后(hou)長期可持(chi)(chi)續(xu)運(yun)轉,確保(bao)群眾“用(yong)(yong)得起、用(yong)(yong)得好”。 

(七)以標(biao)準(zhun)提(ti)升促進(jin)設(she)備更新(xin)和(he)技(ji)術改(gai)造(zao)統籌推進(jin)燃煤(mei)發電(dian)機組能(neng)耗限額、大中型火力(li)發電(dian)廠設(she)計等(deng)標(biao)準(zhun)修訂,推動建設(she)節能(neng)環保、靈活高(gao)效的(de)(de)新(xin)一代煤(mei)電(dian)機組。加快車網(wang)互(hu)動、大功率(lv)(lv)充電(dian)等(deng)方向的(de)(de)技(ji)術標(biao)準(zhun)制定與應用,加大低效、失效充電(dian)樁淘汰(tai)與更新(xin)改(gai)造(zao)力(li)度,促進(jin)產業提(ti)質升級。建立(li)健(jian)全(quan)充電(dian)基礎設(she)施、新(xin)型儲能(neng)、氫能(neng)、電(dian)力(li)裝備等(deng)領域標(biao)準(zhun)體系,加強能(neng)源(yuan)行業標(biao)準(zhun)供給和(he)升級,提(ti)高(gao)設(she)備效率(lv)(lv)和(he)可靠性。


三、保障措施 

(一)加大(da)財稅金(jin)融(rong)等(deng)政策(ce)支(zhi)持(chi)(chi)力度。加大(da)能源重點(dian)領(ling)域設備(bei)更(geng)新和(he)技(ji)術改(gai)造(zao)資(zi)金(jin)支(zhi)持(chi)(chi)力度,強化銀企對接,引導金(jin)融(rong)機(ji)構加強對設備(bei)更(geng)新和(he)技(ji)術改(gai)造(zao)的支(zhi)持(chi)(chi),用好再(zai)貸款(kuan)、財政貼息等(deng)支(zhi)持(chi)(chi)政策(ce), 擴大(da)制造(zao)業中長期貸款(kuan)投放。

 (二)加(jia)強(qiang)要素(su)保(bao)(bao)障(zhang)。鼓勵地(di)方加(jia)強(qiang)企業技(ji)術改造項(xiang)目要素(su)資源(yuan)保(bao)(bao)障(zhang),將技(ji)術改造項(xiang)目涉及用(yong)(yong)地(di)、用(yong)(yong)能等納入(ru)優先保(bao)(bao)障(zhang)范(fan)圍(wei),對不新增土地(di)、以設(she)備更新為主的(de)技(ji)術改造項(xiang)目,簡化前期(qi)審批手續。

(三)強化(hua)創新(xin)(xin)(xin)支撐。聚焦(jiao)重(zhong)大(da)技(ji)(ji)術(shu)(shu)裝(zhuang)備(bei)“卡(ka)脖子”難題,積(ji)極開展重(zhong)大(da)技(ji)(ji)術(shu)(shu)裝(zhuang)備(bei)科(ke)技(ji)(ji)攻關。完善“揭榜掛帥(shuai)”“賽馬”和(he)能源領(ling)(ling)域首臺(套)示范應(ying)(ying)用等機制,加快創新(xin)(xin)(xin)成果產業化(hua)應(ying)(ying)用。積(ji)極利用國家(jia)重(zhong)點研(yan)發(fa)計(ji)劃等科(ke)技(ji)(ji)專項支持能源重(zhong)點領(ling)(ling)域設備(bei)更新(xin)(xin)(xin)和(he)技(ji)(ji)術(shu)(shu)改造。
