建議明確跨省(sheng)(sheng)區機組(zu)平衡關系歸屬,落實(shi)跨省(sheng)(sheng)區機組(zu)容(rong)量費用的合理分攤。

2023年11月8日,國家發改委、國家能源局聯合印發了《關于建立煤電容量電價機制的通知》(發改價格〔2023〕1501號)(簡稱“通知”),要求自2024年1月1日起在全國建立煤電容量電價機制,成為我國電價市場化改革的“里程碑”和重大突破,其中明確了容量電費由工(gong)商業用戶(hu)分攤,且針對(dui)跨(kua)省(sheng)跨(kua)區外送電量的容量電費(fei)初步建立了分攤機制(zhi)。
容量(liang)電(dian)價并非發給煤(mei)電(dian)的(de)“補貼(tie)”,而是購(gou)買有(you)效容量(liang)的(de)付費。為(wei)進一步優化容量(liang)電(dian)費的(de)分攤(tan)機制,建議明確跨省(sheng)區送(song)受電(dian)在(zai)送(song)端省(sheng)內的(de)“角色”,根(gen)據實際服務的(de)提供落實跨省(sheng)區機組容量(liang)費用的(de)合理(li)分攤(tan),推動我國電(dian)力市場的(de)進一步完善。
我國容量電價機制(zhi)
《通知》針(zhen)對容量(liang)電(dian)費(fei)分(fen)攤(tan)做出明(ming)確要求(qiu),均由(you)(you)工商業(ye)用(yong)戶(hu)進行分(fen)攤(tan)。其中,省(sheng)(sheng)內(nei)(nei)煤電(dian)容量(liang)電(dian)費(fei)納(na)(na)入省(sheng)(sheng)內(nei)(nei)系統運行費(fei)用(yong),每(mei)月由(you)(you)工商業(ye)用(yong)戶(hu)按當(dang)月用(yong)電(dian)量(liang)比(bi)例分(fen)攤(tan);省(sheng)(sheng)間容量(liang)電(dian)費(fei)區分(fen)是否(fou)納(na)(na)入受(shou)電(dian)省(sheng)(sheng)份(fen)電(dian)力電(dian)量(liang)平衡分(fen)別(bie)作出要求(qiu)。
對(dui)納入(ru)受(shou)電(dian)(dian)省(sheng)(sheng)份(fen)電(dian)(dian)力(li)(li)電(dian)(dian)量(liang)平(ping)衡的(de)跨省(sheng)(sheng)跨區(qu)外(wai)送煤電(dian)(dian)機(ji)組,送受(shou)雙方要(yao)通過合約(yue)(yue)明(ming)確煤電(dian)(dian)容(rong)(rong)量(liang)電(dian)(dian)費(fei)分(fen)攤比例(li)和履約(yue)(yue)責任等內容(rong)(rong)。其中,點(dian)對(dui)網送電(dian)(dian)機(ji)組不(bu)參與送端省(sheng)(sheng)份(fen)電(dian)(dian)力(li)(li)系統,由受(shou)端省(sheng)(sheng)份(fen)承(cheng)擔容(rong)(rong)量(liang)電(dian)(dian)費(fei);網對(dui)網送電(dian)(dian)機(ji)組原(yuan)則上執行送電(dian)(dian)省(sheng)(sheng)份(fen)容(rong)(rong)量(liang)電(dian)(dian)價(jia),由送受(shou)兩端協商(shang)分(fen)攤容(rong)(rong)量(liang)電(dian)(dian)費(fei)。對(dui)未納入(ru)受(shou)電(dian)(dian)省(sheng)(sheng)份(fen)電(dian)(dian)力(li)(li)電(dian)(dian)量(liang)平(ping)衡的(de)跨省(sheng)(sheng)跨區(qu)外(wai)送煤電(dian)(dian)機(ji)組,由送電(dian)(dian)省(sheng)(sheng)份(fen)承(cheng)擔其容(rong)(rong)量(liang)電(dian)(dian)費(fei)。
實(shi)(shi)際落實(shi)(shi)過程(cheng)中,網對網外送(song)電(dian)(dian)(dian)的(de)容(rong)量電(dian)(dian)(dian)費落實(shi)(shi)存在(zai)操作上的(de)難題,一是(shi)(shi)政府之(zhi)間很難快速達成(cheng)協(xie)議。二是(shi)(shi)由(you)電(dian)(dian)(dian)源市場化跨省(sheng)出(chu)售的(de)年度電(dian)(dian)(dian)量,由(you)于電(dian)(dian)(dian)源的(de)容(rong)量費有送(song)端省(sheng)用戶(hu)兜底,對爭取受端省(sheng)支付容(rong)量電(dian)(dian)(dian)費缺乏積極性。
國外容量市場模式
目(mu)前我國(guo)采用(yong)集中式電力市(shi)(shi)場(chang)(chang)(chang),與美國(guo)電力市(shi)(shi)場(chang)(chang)(chang)較為(wei)(wei)類似,故(gu)以(yi)美國(guo)較為(wei)(wei)成熟(shu)的(de)PJM容(rong)(rong)量市(shi)(shi)場(chang)(chang)(chang)為(wei)(wei)例。PJM容(rong)(rong)量市(shi)(shi)場(chang)(chang)(chang)的(de)主要交易模型(xing)為(wei)(wei)可靠性(xing)定價(jia)模型(xing),包(bao)括1個(ge)(ge)基(ji)本拍(pai)賣(mai)市(shi)(shi)場(chang)(chang)(chang)、3個(ge)(ge)追(zhui)加拍(pai)賣(mai)市(shi)(shi)場(chang)(chang)(chang)和1個(ge)(ge)雙邊(bian)市(shi)(shi)場(chang)(chang)(chang)。基(ji)本拍(pai)賣(mai)市(shi)(shi)場(chang)(chang)(chang)提(ti)前3年舉行(xing)(xing)(xing),PJM根據對3年后的(de)負荷(he)預測,組(zu)織容(rong)(rong)量擁(yong)有者競價(jia),以(yi)滿(man)足電網(wang)3年后的(de)機組(zu)容(rong)(rong)量需(xu)求,購買容(rong)(rong)量的(de)費用(yong)根據規(gui)則(ze)分(fen)攤給(gei)負荷(he)服務商。追(zhui)加拍(pai)賣(mai)市(shi)(shi)場(chang)(chang)(chang)和雙邊(bian)市(shi)(shi)場(chang)(chang)(chang)主要用(yong)于在基(ji)本拍(pai)賣(mai)至執(zhi)行(xing)(xing)(xing)的(de)三年內,補(bu)充無(wu)法執(zhi)行(xing)(xing)(xing)的(de)容(rong)(rong)量并(bing)允許市(shi)(shi)場(chang)(chang)(chang)主體間(jian)進(jin)行(xing)(xing)(xing)容(rong)(rong)量轉讓。
容(rong)(rong)量(liang)(liang)市(shi)(shi)(shi)(shi)場(chang)購買的(de)是頂峰容(rong)(rong)量(liang)(liang)的(de)充(chong)裕性。在美國PJM容(rong)(rong)量(liang)(liang)市(shi)(shi)(shi)(shi)場(chang)中,PJM區域外(wai)的(de)資源供(gong)應商(shang)可自愿參(can)與PJM容(rong)(rong)量(liang)(liang)市(shi)(shi)(shi)(shi)場(chang),如果(guo)選擇參(can)與則需(xu)要滿足PJM電力市(shi)(shi)(shi)(shi)場(chang)手(shou)冊(ce)和協議(yi)的(de)要求,在PJM市(shi)(shi)(shi)(shi)場(chang)中注(zhu)冊(ce)并與PJM市(shi)(shi)(shi)(shi)場(chang)有(you)物理(li)連接、能夠在市(shi)(shi)(shi)(shi)場(chang)中提供(gong)有(you)效(xiao)容(rong)(rong)量(liang)(liang)。PJM區域外(wai)的(de)負荷(he)如果(guo)要參(can)與PJM容(rong)(rong)量(liang)(liang)市(shi)(shi)(shi)(shi)場(chang),需(xu)要由PJM負荷(he)服務商(shang)提供(gong)服務,并納(na)入PJM電力市(shi)(shi)(shi)(shi)場(chang)的(de)負荷(he)預測和運行。
由于美(mei)國電(dian)(dian)力系統主(zhu)(zhu)要(yao)由交流(liu)電(dian)(dian)網組成,遠程直流(liu)送電(dian)(dian)較少,容(rong)(rong)(rong)量(liang)市(shi)場(chang)依托區域(yu)內交流(liu)電(dian)(dian)網進行調(diao)度(du)和服務(wu),跨(kua)區域(yu)發(fa)用(yong)電(dian)(dian)也僅在臨近區域(yu)開展(zhan)。所以,在PJM容(rong)(rong)(rong)量(liang)市(shi)場(chang)中,無論是跨(kua)區域(yu)發(fa)電(dian)(dian)還是用(yong)電(dian)(dian),均需要(yao)市(shi)場(chang)主(zhu)(zhu)體以參(can)與PJM電(dian)(dian)力市(shi)場(chang)為基本前(qian)提,并在PJM市(shi)場(chang)中可調(diao)度(du)、可服務(wu),才(cai)能參(can)與PJM容(rong)(rong)(rong)量(liang)市(shi)場(chang),獲(huo)(huo)得(de)容(rong)(rong)(rong)量(liang)電(dian)(dian)費收入,不符(fu)合任何條件之一無法獲(huo)(huo)得(de)容(rong)(rong)(rong)量(liang)電(dian)(dian)費。
國內外對比分析
對比我國(guo)(guo)煤電(dian)(dian)容(rong)(rong)(rong)量(liang)電(dian)(dian)價(jia)機制和美(mei)國(guo)(guo)PJM電(dian)(dian)力(li)容(rong)(rong)(rong)量(liang)市(shi)(shi)(shi)(shi)(shi)場的(de)跨網(市(shi)(shi)(shi)(shi)(shi)場)容(rong)(rong)(rong)量(liang)政策(ce),美(mei)國(guo)(guo)PJM容(rong)(rong)(rong)量(liang)市(shi)(shi)(shi)(shi)(shi)場以電(dian)(dian)能(neng)量(liang)市(shi)(shi)(shi)(shi)(shi)場調度為(wei)(wei)基準(zhun),僅允許參(can)(can)(can)與(yu)其電(dian)(dian)能(neng)量(liang)市(shi)(shi)(shi)(shi)(shi)場的(de)市(shi)(shi)(shi)(shi)(shi)場主體參(can)(can)(can)與(yu)容(rong)(rong)(rong)量(liang)市(shi)(shi)(shi)(shi)(shi)場,將容(rong)(rong)(rong)量(liang)視為(wei)(wei)電(dian)(dian)能(neng)量(liang)的(de)附屬產品;同時根(gen)據電(dian)(dian)能(neng)量(liang)市(shi)(shi)(shi)(shi)(shi)場能(neng)夠控制和調度的(de)范圍,以實際調度能(neng)力(li)為(wei)(wei)標準(zhun)界定參(can)(can)(can)與(yu)容(rong)(rong)(rong)量(liang)市(shi)(shi)(shi)(shi)(shi)場的(de)市(shi)(shi)(shi)(shi)(shi)場主體。
由于電(dian)(dian)力現(xian)貨(huo)(huo)市(shi)(shi)場(chang)尚未(wei)在全國(guo)建立,我國(guo)容(rong)量(liang)(liang)(liang)電(dian)(dian)價政策(ce)中,對跨省(sheng)區機(ji)組(zu)的(de)容(rong)量(liang)(liang)(liang)電(dian)(dian)費機(ji)制(zhi)與美國(guo)容(rong)量(liang)(liang)(liang)市(shi)(shi)場(chang)運(yun)行機(ji)制(zhi)存(cun)在一(yi)(yi)定不同。一(yi)(yi)方(fang)面(mian),我國(guo)容(rong)量(liang)(liang)(liang)電(dian)(dian)價政策(ce)未(wei)以電(dian)(dian)能量(liang)(liang)(liang)市(shi)(shi)場(chang)(現(xian)貨(huo)(huo)市(shi)(shi)場(chang))為基準,跨省(sheng)區外(wai)送(song)電(dian)(dian)量(liang)(liang)(liang)主(zhu)要通過政府間協議簽訂電(dian)(dian)量(liang)(liang)(liang)合約,作為省(sheng)內(nei)(nei)(nei)電(dian)(dian)能量(liang)(liang)(liang)市(shi)(shi)場(chang)的(de)出清(qing)邊界,不參與省(sheng)內(nei)(nei)(nei)電(dian)(dian)能量(liang)(liang)(liang)市(shi)(shi)場(chang),無法直接為省(sheng)內(nei)(nei)(nei)提供隨時可調度(du)容(rong)量(liang)(liang)(liang)。
另一方面,我(wo)國跨(kua)省(sheng)跨(kua)區機組容量(liang)(liang)(liang)未明確送端、受(shou)(shou)端省(sheng)份的(de)平衡(heng)關系,在調度(du)該容量(liang)(liang)(liang)時,需要送受(shou)(shou)兩端調度(du)進行即時協商,將導致兩端均(jun)無(wu)法快速使用跨(kua)省(sheng)跨(kua)區機組的(de)容量(liang)(liang)(liang),導致給(gei)予的(de)容量(liang)(liang)(liang)電(dian)費存在無(wu)法獲得應(ying)有可用容量(liang)(liang)(liang)的(de)可能,所以通知中設置了(le)考核條款。
此外,目前容(rong)量(liang)電(dian)(dian)(dian)價(jia)政策中,網對(dui)網外送(song)機(ji)組(非獨立控制區)容(rong)量(liang)電(dian)(dian)(dian)價(jia)規(gui)定,原則上執行(xing)送(song)電(dian)(dian)(dian)省份容(rong)量(liang)電(dian)(dian)(dian)價(jia),由送(song)受兩端協商(shang)分(fen)攤容(rong)量(liang)電(dian)(dian)(dian)費(fei)(fei),未將容(rong)量(liang)電(dian)(dian)(dian)費(fei)(fei)分(fen)攤與電(dian)(dian)(dian)能量(liang)市場的(de)參與情況相關(guan)聯。由于在多(duo)數(shu)非供需(xu)緊張時段(duan)送(song)端價(jia)格協商(shang)效率很低,且執行(xing)送(song)端容(rong)量(liang)電(dian)(dian)(dian)價(jia),容(rong)量(liang)電(dian)(dian)(dian)費(fei)(fei)費(fei)(fei)用可能多(duo)數(shu)由送(song)端省份承(cheng)擔,將影響送(song)受兩端工商(shang)業用戶支(zhi)付(fu)容(rong)量(liang)電(dian)(dian)(dian)費(fei)(fei)的(de)公(gong)平(ping)性。
我國系統(tong)運行費支付(fu)政策的建議
我國遠程送(song)(song)(song)電(dian)(dian)(dian)電(dian)(dian)(dian)量(liang)占比(bi)較(jiao)大,對送(song)(song)(song)受兩(liang)端(duan)電(dian)(dian)(dian)力(li)供需(xu)平衡(heng)均起到較(jiao)為(wei)重要的作用。為(wei)增強(qiang)容(rong)量(liang)電(dian)(dian)(dian)費(fei)(fei)政策的公(gong)平性、保障跨(kua)省(sheng)區(qu)外送(song)(song)(song)機組(zu)(zu)成本回收能力(li),建議明確跨(kua)省(sheng)區(qu)機組(zu)(zu)平衡(heng)關系(xi)歸屬,落實(shi)跨(kua)省(sheng)區(qu)機組(zu)(zu)容(rong)量(liang)費(fei)(fei)用的合理分(fen)攤。同時,由于容(rong)量(liang)電(dian)(dian)(dian)價補(bu)償(chang)與(yu)輔助(zhu)服務市場費(fei)(fei)用作為(wei)系(xi)統運行費(fei)(fei)用,兩(liang)者的支(zhi)付機制較(jiao)為(wei)類似,故(gu)輔助(zhu)服務費(fei)(fei)用也應按照與(yu)容(rong)量(liang)電(dian)(dian)(dian)費(fei)(fei)相(xiang)似的邏輯,明確平衡(heng)關系(xi)并(bing)合理分(fen)攤相(xiang)關費(fei)(fei)用。
一方(fang)面,要(yao)明確(que)跨省(sheng)(sheng)區(qu)機組(zu)在送受兩端的(de)平(ping)衡關(guan)系歸屬。目(mu)前非配套電(dian)(dian)源的(de)跨省(sheng)(sheng)區(qu)機組(zu)僅根據政府間協議將(jiang)電(dian)(dian)能(neng)(neng)量(liang)送出(chu),隨(sui)著跨省(sheng)(sheng)區(qu)容(rong)量(liang)電(dian)(dian)費機制的(de)出(chu)臺(tai)和(he)輔助服務(wu)市(shi)(shi)場的(de)發展,機組(zu)容(rong)量(liang)及輔助服務(wu)的(de)平(ping)衡關(guan)系亟需明確(que)。按照美(mei)國PJM市(shi)(shi)場設(she)計原理,容(rong)量(liang)和(he)輔助服務(wu)市(shi)(shi)場為電(dian)(dian)能(neng)(neng)量(liang)市(shi)(shi)場的(de)附屬產品(pin),應(ying)隨(sui)電(dian)(dian)能(neng)(neng)量(liang)的(de)送出(chu)將(jiang)該部分(fen)(fen)電(dian)(dian)能(neng)(neng)量(liang)相關(guan)的(de)平(ping)衡決定權(quan)給予受端省(sheng)(sheng)份,并要(yao)求(qiu)受端省(sheng)(sheng)份為該部分(fen)(fen)電(dian)(dian)能(neng)(neng)量(liang)所附帶的(de)容(rong)量(liang)及輔助服務(wu)付(fu)費,避免送受兩端由于緊張時段平(ping)衡關(guan)系不(bu)明確(que)導致在容(rong)量(liang)及輔助服務(wu)市(shi)(shi)場中權(quan)責不(bu)對等的(de)情況(kuang)。

目前,我國已出臺煤(mei)(mei)電(dian)(dian)容量(liang)電(dian)(dian)價政策,通過定價方式反映了煤(mei)(mei)電(dian)(dian)機(ji)組的(de)(de)容量(liang)價值,開啟了向容量(liang)市場邁(mai)進的(de)(de)步伐。針對跨(kua)省跨(kua)區煤(mei)(mei)電(dian)(dian)機(ji)組的(de)(de)容量(liang)電(dian)(dian)費分攤方式,《通知》中(zhong)也(ye)做出了初步的(de)(de)要求。
