       能源(yuan)重點(dian)領(ling)域大規模(mo)設(she)(she)備(bei)(bei)更(geng)(geng)新(xin)(xin)(xin)(xin)實(shi)施(shi)方(fang)案能源(yuan)是(shi)經(jing)濟(ji)社會發展的(de)重要(yao)物質基(ji)礎和(he)動(dong)力源(yuan)泉,推(tui)動(dong)能源(yuan)重點(dian)領(ling)域大規模(mo)設(she)(she)備(bei)(bei)更(geng)(geng)新(xin)(xin)(xin)(xin)是(shi)更(geng)(geng)好統(tong)籌高質量(liang)發展和(he)高水平(ping)安全的(de)重要(yao)舉措。為深(shen)入(ru)貫(guan)徹黨中(zhong)央(yang)決策部署(shu),落實(shi)國務院(yuan)《推(tui)動(dong)大規模(mo)設(she)(she)備(bei)(bei)更(geng)(geng)新(xin)(xin)(xin)(xin)和(he)消費品以舊換新(xin)(xin)(xin)(xin)行動(dong)方(fang)案》有(you)關要(yao)求,推(tui)動(dong)能源(yuan)重點(dian)領(ling)域大規模(mo)設(she)(she)備(bei)(bei)更(geng)(geng)新(xin)(xin)(xin)(xin)和(he)技術改(gai)造,支撐建設(she)(she)新(xin)(xin)(xin)(xin)型能源(yuan)體系,助力實(shi)現碳(tan)達峰(feng)碳(tan)中(zhong)和(he)目標(biao),制定(ding)本方(fang)案。 


一、總體要求 

以習近平新(xin)(xin)時代中國特(te)色社(she)會(hui)主義思想為(wei)指導,深入貫徹(che)黨的(de)二十大精神(shen),按照中央(yang)經濟工作會(hui)議和中央(yang)財經委員會(hui)第四次會(hui)議部署,統(tong)籌(chou)(chou)擴大內需(xu)和深化供給(gei)側結(jie)構性改(gai)(gai)(gai)革,統(tong)籌(chou)(chou)高(gao)質(zhi)量發(fa)(fa)展和高(gao)水(shui)平安全(quan),實(shi)(shi)施(shi)發(fa)(fa)輸(shu)配電(dian)(dian)領域設(she)備(bei)(bei)更(geng)(geng)新(xin)(xin)和技術改(gai)(gai)(gai)造(zao)(zao)行(xing)動(dong),實(shi)(shi)施(shi)風電(dian)(dian)光(guang)伏設(she)備(bei)(bei)更(geng)(geng)新(xin)(xin)和高(gao)效回收利用行(xing)動(dong),實(shi)(shi)施(shi)標準(zhun)(zhun)提升(sheng)行(xing)動(dong),加快構建清潔低碳安全(quan)高(gao)效的(de)能源體(ti)系,培育(yu)和發(fa)(fa)展新(xin)(xin)質(zhi)生產力。堅持(chi)(chi)市場為(wei)主、統(tong)籌(chou)(chou)聯動(dong),堅持(chi)(chi)先立后破、穩步推(tui)進,堅持(chi)(chi)鼓勵先進、淘汰落(luo)后,堅持(chi)(chi)標準(zhun)(zhun)引(yin)領、有序提升(sheng)。到2027 年,能源重(zhong)點領域設(she)備(bei)(bei)投資規模較(jiao) 2023 年增長25%以上,重(zhong)點推(tui)動(dong)實(shi)(shi)施(shi)煤電(dian)(dian)機組節能改(gai)(gai)(gai)造(zao)(zao)、供熱改(gai)(gai)(gai)造(zao)(zao)和靈活(huo)性改(gai)(gai)(gai)造(zao)(zao)“三(san)改(gai)(gai)(gai)聯動(dong)”,輸(shu)配電(dian)(dian)、風電(dian)(dian)、光(guang)伏、水(shui)電(dian)(dian)等(deng)領域實(shi)(shi)現設(she)備(bei)(bei)更(geng)(geng)新(xin)(xin)和技術改(gai)(gai)(gai)造(zao)(zao)。


二、重點任務

 (一)推(tui)進(jin)火電(dian)設(she)備(bei)(bei)更(geng)新和技術改(gai)(gai)(gai)造(zao)持續推(tui)動(dong)節(jie)(jie)能改(gai)(gai)(gai)造(zao)、供(gong)熱改(gai)(gai)(gai)造(zao)和靈(ling)活(huo)性(xing)改(gai)(gai)(gai)造(zao)“三改(gai)(gai)(gai)聯動(dong)”,進(jin)一步降低(di)煤電(dian)機組(zu)能耗,提升機組(zu)靈(ling)活(huo)調節(jie)(jie)能力(li)。推(tui)動(dong)燃(ran)煤耦合(he)生物質發電(dian)技術示(shi)范應(ying)用(yong),支撐(cheng)煤電(dian)低(di)碳化(hua)(hua)發展(zhan)。統(tong)籌(chou)優化(hua)(hua)存(cun)量機組(zu)結構(gou),淘汰關(guan)停一批落后(hou)煤電(dian)機組(zu),將一批符合(he)條件的(de)(de)關(guan)停機組(zu)轉為(wei)應(ying)急(ji)備(bei)(bei)用(yong)電(dian)源。因地制宜對位于城市建成區存(cun)在(zai)“退城進(jin)郊”異地搬遷需求(qiu)的(de)(de)煤電(dian)機組(zu)適當(dang)放(fang)寬淘汰關(guan)停的(de)(de)服役要求(qiu)。以(yi)機組(zu)安(an)全性(xing)、可靠性(xing)為(wei)基(ji)礎,大(da)力(li)推(tui)進(jin)設(she)備(bei)(bei)安(an)全更(geng)新改(gai)(gai)(gai)造(zao)。加快(kuai)火電(dian)數(shu)字化(hua)(hua)設(she)計建造(zao)和智(zhi)能化(hua)(hua)升級,建設(she)智(zhi)能感知(zhi)、智(zhi)能診斷(duan)、智(zhi)能控制、智(zhi)慧運行的(de)(de)智(zhi)能電(dian)廠(chang)。 

(二)推(tui)進(jin)輸(shu)配(pei)電(dian)(dian)(dian)(dian)設備(bei)(bei)更(geng)新(xin)(xin)和(he)技術改(gai)造(zao)鼓勵開展(zhan)老舊(jiu)變(bian)電(dian)(dian)(dian)(dian)站(zhan)和(he)輸(shu)電(dian)(dian)(dian)(dian)線(xian)路整體改(gai)造(zao),加(jia)(jia)快更(geng)新(xin)(xin)運行(xing)年限較長(chang)、不滿(man)足(zu)運行(xing)要求(qiu)的變(bian)壓(ya)器、高(gao)(gao)壓(ya)開關(guan)、無(wu)功補償、保護(hu)測控(kong)等(deng)設備(bei)(bei),提(ti)(ti)高(gao)(gao)電(dian)(dian)(dian)(dian)網(wang)(wang)運行(xing)安(an)全能(neng)(neng)(neng)(neng)(neng)(neng)力(li)(li)。重點(dian)推(tui)動(dong)高(gao)(gao)海拔、高(gao)(gao)地(di)震烈(lie)度、重覆冰、高(gao)(gao)寒地(di)區、臺(tai)風(feng)頻(pin)(pin)發區、內(nei)澇頻(pin)(pin)發區、山火頻(pin)(pin)發地(di)區輸(shu)變(bian)電(dian)(dian)(dian)(dian)設備(bei)(bei)改(gai)造(zao)更(geng)新(xin)(xin),提(ti)(ti)升(sheng)電(dian)(dian)(dian)(dian)網(wang)(wang)設備(bei)(bei)防災(zai)(zai)抗災(zai)(zai)能(neng)(neng)(neng)(neng)(neng)(neng)力(li)(li)。適度超(chao)前建(jian)設配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang),提(ti)(ti)升(sheng)配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang)承載力(li)(li),滿(man)足(zu)分(fen)布式新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源和(he)電(dian)(dian)(dian)(dian)動(dong)汽(qi)車(che)充電(dian)(dian)(dian)(dian)基礎設施發展(zhan)。重點(dian)推(tui)進(jin)老舊(jiu)小區配(pei)變(bian)容量提(ti)(ti)升(sheng)和(he)線(xian)路、智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)(dian)表改(gai)造(zao)。發揮中央(yang)預(yu)算內(nei)投資引(yin)導(dao)帶(dai)動(dong)作(zuo)用(yong),積極推(tui)進(jin)農(nong)村電(dian)(dian)(dian)(dian)網(wang)(wang)鞏固提(ti)(ti)升(sheng)工程。推(tui)動(dong)柔性直流輸(shu)電(dian)(dian)(dian)(dian)、交直流混聯電(dian)(dian)(dian)(dian)網(wang)(wang)、低頻(pin)(pin)輸(shu)電(dian)(dian)(dian)(dian)、智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)(neng)調度等(deng)先進(jin)技術研發和(he)應用(yong),加(jia)(jia)快推(tui)進(jin)電(dian)(dian)(dian)(dian)網(wang)(wang)數(shu)字化智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)(neng)化升(sheng)級改(gai)造(zao),加(jia)(jia)快新(xin)(xin)一(yi)代(dai)集控(kong)站(zhan)建(jian)設,提(ti)(ti)升(sheng)電(dian)(dian)(dian)(dian)網(wang)(wang)控(kong)制和(he)故障診斷能(neng)(neng)(neng)(neng)(neng)(neng)力(li)(li)。 

(三(san))推進風(feng)(feng)電(dian)(dian)(dian)設(she)(she)備更新(xin)(xin)(xin)(xin)和(he)(he)循環利(li)用按照《風(feng)(feng)電(dian)(dian)(dian)場改造升(sheng)級(ji)(ji)和(he)(he)退役(yi)管理辦(ban)法》的(de)(de)要求鼓勵并網運(yun)行超過 15 年或單(dan)臺機組(zu)容量(liang)(liang)小(xiao)于 1.5 兆瓦(wa)的(de)(de)風(feng)(feng)電(dian)(dian)(dian)場開展(zhan)改造升(sheng)級(ji)(ji)。鼓勵單(dan)機容量(liang)(liang)大、技(ji)術(shu)先(xian)進的(de)(de)行業(ye)主流機型替代原有小(xiao)容量(liang)(liang)風(feng)(feng)電(dian)(dian)(dian)機組(zu),支持(chi)綠色低碳材料、新(xin)(xin)(xin)(xin)型高(gao)塔(ta)技(ji)術(shu)、節地(di)型技(ji)術(shu)、高(gao)效率及(ji)智能(neng)化風(feng)(feng)電(dian)(dian)(dian)機組(zu)應用,提高(gao)單(dan)位土(tu)地(di)面(mian)積(ji)的(de)(de)發電(dian)(dian)(dian)量(liang)(liang),提升(sheng)設(she)(she)備設(she)(she)施修舊利(li)廢水(shui)平(ping),實現風(feng)(feng)能(neng)、土(tu)地(di)和(he)(he)電(dian)(dian)(dian)網資源提質增效。推動(dong)建立風(feng)(feng)電(dian)(dian)(dian)場改造升(sheng)級(ji)(ji)和(he)(he)退役(yi)項目全過程信息監測。鼓勵發電(dian)(dian)(dian)企業(ye)、設(she)(she)備制造企業(ye)、科研機構開展(zhan)新(xin)(xin)(xin)(xin)技(ji)術(shu)、新(xin)(xin)(xin)(xin)標準(zhun)和(he)(he)新(xin)(xin)(xin)(xin)場景研究,建立健(jian)全風(feng)(feng)電(dian)(dian)(dian)循環利(li)用產業(ye)鏈體系,培育和(he)(he)壯大風(feng)(feng)電(dian)(dian)(dian)產業(ye)循環利(li)用新(xin)(xin)(xin)(xin)業(ye)態(tai)。

(四)推(tui)進(jin)光(guang)(guang)伏設(she)備(bei)更(geng)新(xin)和(he)循環利用(yong)(yong)(yong)支(zhi)持(chi)光(guang)(guang)伏電(dian)(dian)(dian)站(zhan)構網(wang)型改造,通(tong)過電(dian)(dian)(dian)力電(dian)(dian)(dian)子(zi)技(ji)術(shu)、數字(zi)化技(ji)術(shu)、智慧化技(ji)術(shu)綜合提升(sheng)電(dian)(dian)(dian)站(zhan)發(fa)電(dian)(dian)(dian)效(xiao)率和(he)系統支(zhi)撐(cheng)能力。推(tui)動老舊光(guang)(guang)伏電(dian)(dian)(dian)站(zhan)光(guang)(guang)伏設(she)備(bei)殘余(yu)壽(shou)命評估技(ji)術(shu)研發(fa),鼓(gu)勵(li)通(tong)過高(gao)效(xiao)光(guang)(guang)伏組(zu)(zu)件、逆變器等關(guan)鍵發(fa)電(dian)(dian)(dian)設(she)備(bei)更(geng)新(xin),合理優化光(guang)(guang)伏電(dian)(dian)(dian)站(zhan)開發(fa)建設(she)布(bu)局(ju)和(he)規模,提升(sheng)光(guang)(guang)伏發(fa)電(dian)(dian)(dian)系統單(dan)位面積能量密度和(he)光(guang)(guang)伏電(dian)(dian)(dian)站(zhan)土地(di)使用(yong)(yong)(yong)效(xiao)率,提高(gao)光(guang)(guang)伏電(dian)(dian)(dian)站(zhan)發(fa)電(dian)(dian)(dian)能力。推(tui)進(jin)光(guang)(guang)伏組(zu)(zu)件回(hui)收(shou)處理與再(zai)利用(yong)(yong)(yong)技(ji)術(shu)發(fa)展(zhan),支(zhi)持(chi)基于物(wu)理法(fa)和(he)化學法(fa)的光(guang)(guang)伏組(zu)(zu)件低成(cheng)本(ben)綠色拆解、高(gao)價值組(zu)(zu)分(fen)高(gao)效(xiao)環保(bao)分(fen)離技(ji)術(shu)和(he)成(cheng)套(tao)裝(zhuang)備(bei)研發(fa)。

(五(wu))穩(wen)妥推進水(shui)電(dian)(dian)(dian)設(she)備更(geng)新(xin)改(gai)造研究(jiu)提升水(shui)輪發電(dian)(dian)(dian)機組(zu)(zu)靈活(huo)性、寬(kuan)負荷(he)運行(xing)能(neng)力(li),開(kai)(kai)展水(shui)電(dian)(dian)(dian)資(zi)源潛(qian)力(li)挖(wa)掘,提升老舊機組(zu)(zu)運行(xing)效率(lv),增加機組(zu)(zu)穩(wen)定運行(xing)能(neng)力(li),更(geng) 好適應(ying)新(xin)型電(dian)(dian)(dian)力(li)系統(tong)運行(xing)需要。針(zhen)對電(dian)(dian)(dian)力(li)系統(tong)有(you)需求(qiu)、電(dian)(dian)(dian)站有(you)條件、要素有(you)保障的水(shui)電(dian)(dian)(dian)項目,研究(jiu)推進機組(zu)(zu)更(geng)新(xin)改(gai)造。推動(dong)流域水(shui)電(dian)(dian)(dian)集控建設(she),開(kai)(kai)展智慧(hui)(hui)水(shui)電(dian)(dian)(dian)相關技(ji)術研究(jiu),逐步推動(dong)設(she)備及產(chan)品智慧(hui)(hui)運營。

 (六)推進(jin)(jin)清潔(jie)取(qu)暖設備(bei)(bei)更(geng)新改造鼓勵北(bei)方地(di)區各省份結合清潔(jie)取(qu)暖設備(bei)(bei)運(yun)行情況(kuang),將清潔(jie)取(qu)暖設備(bei)(bei)納入大規模設備(bei)(bei)更(geng)新和消費品(pin)以舊換新行動方案,加(jia)大地(di)方財政、金融等政策支持(chi)力度。對質保到(dao)期的清潔(jie)取(qu)暖設備(bei)(bei)開展更(geng)新改造,支持(chi)安全高效(xiao)、先進(jin)(jin)可靠的清潔(jie)取(qu)暖技(ji)術(shu)發展,因地(di)制宜對清潔(jie)取(qu)暖技(ji)術(shu)路線進(jin)(jin)行優化升級(ji),保障設備(bei)(bei)更(geng)新后長(chang)期可持(chi)續運(yun)轉,確保群眾“用(yong)得起、用(yong)得好”。 

(七)以標(biao)(biao)準提升促進設備(bei)更(geng)新(xin)和技(ji)術改造統籌推(tui)進燃(ran)煤(mei)發(fa)(fa)電(dian)機組能(neng)(neng)耗限額、大(da)(da)中型火力(li)發(fa)(fa)電(dian)廠設計等標(biao)(biao)準修訂,推(tui)動建設節能(neng)(neng)環(huan)保(bao)、靈活高效的(de)(de)新(xin)一代煤(mei)電(dian)機組。加(jia)快車(che)網互動、大(da)(da)功率充(chong)電(dian)等方向的(de)(de)技(ji)術標(biao)(biao)準制定與應用,加(jia)大(da)(da)低效、失效充(chong)電(dian)樁淘汰與更(geng)新(xin)改造力(li)度(du),促進產業(ye)提質升級(ji)。建立健全充(chong)電(dian)基礎設施(shi)、新(xin)型儲能(neng)(neng)、氫能(neng)(neng)、電(dian)力(li)裝備(bei)等領(ling)域(yu)標(biao)(biao)準體系,加(jia)強能(neng)(neng)源行業(ye)標(biao)(biao)準供給和升級(ji),提高設備(bei)效率和可靠性。


三、保障措施 

(一)加大財(cai)稅金融(rong)等政(zheng)策支(zhi)(zhi)(zhi)持(chi)力(li)度(du)。加大能源重點領域設(she)備(bei)更新(xin)和技(ji)術(shu)改造資金支(zhi)(zhi)(zhi)持(chi)力(li)度(du),強(qiang)化銀企對(dui)接,引導金融(rong)機構(gou)加強(qiang)對(dui)設(she)備(bei)更新(xin)和技(ji)術(shu)改造的支(zhi)(zhi)(zhi)持(chi),用好(hao)再貸(dai)款(kuan)、財(cai)政(zheng)貼息等支(zhi)(zhi)(zhi)持(chi)政(zheng)策, 擴大制造業中長期貸(dai)款(kuan)投放。

 (二)加強要素保(bao)障。鼓勵地方加強企業技(ji)術(shu)改造(zao)項目(mu)要素資(zi)源保(bao)障,將技(ji)術(shu)改造(zao)項目(mu)涉及用地、用能等(deng)納入優先保(bao)障范圍,對不新增土地、以設備更(geng)新為主(zhu)的技(ji)術(shu)改造(zao)項目(mu),簡化(hua)前期審批手續(xu)。

(三)強(qiang)化創新(xin)支撐。聚焦重大技(ji)(ji)術(shu)(shu)裝備(bei)“卡脖子”難題,積(ji)(ji)極開展重大技(ji)(ji)術(shu)(shu)裝備(bei)科技(ji)(ji)攻(gong)關。完善“揭榜掛帥”“賽馬”和能源領域(yu)首臺(tai)(套)示(shi)范應(ying)用(yong)(yong)等機制,加快(kuai)創新(xin)成果產業化應(ying)用(yong)(yong)。積(ji)(ji)極利(li)用(yong)(yong)國家重點研(yan)發(fa)計劃(hua)等科技(ji)(ji)專項(xiang)支持(chi)能源重點領域(yu)設備(bei)更(geng)新(xin)和技(ji)(ji)術(shu)(shu)改造。
