能(neng)(neng)源重(zhong)(zhong)點(dian)(dian)領域(yu)大(da)規(gui)模設(she)備更新(xin)(xin)實施方案能(neng)(neng)源是經濟(ji)社會發展(zhan)的重(zhong)(zhong)要(yao)物質(zhi)基礎和(he)動(dong)力(li)源泉,推(tui)動(dong)能(neng)(neng)源重(zhong)(zhong)點(dian)(dian)領域(yu)大(da)規(gui)模設(she)備更新(xin)(xin)是更好統籌高質(zhi)量發展(zhan)和(he)高水平安(an)全的重(zhong)(zhong)要(yao)舉措(cuo)。為(wei)深入貫徹黨中央決策部署,落(luo)實國務院《推(tui)動(dong)大(da)規(gui)模設(she)備更新(xin)(xin)和(he)消費品以舊換(huan)新(xin)(xin)行動(dong)方案》有關要(yao)求,推(tui)動(dong)能(neng)(neng)源重(zhong)(zhong)點(dian)(dian)領域(yu)大(da)規(gui)模設(she)備更新(xin)(xin)和(he)技術(shu)改造,支撐(cheng)建(jian)設(she)新(xin)(xin)型能(neng)(neng)源體系,助力(li)實現碳達峰(feng)碳中和(he)目標,制定本方案。
一、總體要求
以(yi)習(xi)近平(ping)新(xin)時代中國(guo)特色(se)社會(hui)主(zhu)義思想為指導,深(shen)入貫(guan)徹黨(dang)的二十大精神(shen),按照中央(yang)經(jing)濟工作會(hui)議和中央(yang)財經(jing)委員會(hui)第四次會(hui)議部署,統(tong)籌(chou)(chou)(chou)擴大內需和深(shen)化供給(gei)側結構性(xing)改(gai)(gai)革,統(tong)籌(chou)(chou)(chou)高(gao)質(zhi)(zhi)量發(fa)(fa)展和高(gao)水(shui)(shui)平(ping)安(an)(an)全(quan),實(shi)施(shi)(shi)發(fa)(fa)輸配電領(ling)(ling)域設(she)(she)備(bei)(bei)更(geng)(geng)新(xin)和技術(shu)改(gai)(gai)造(zao)行(xing)動,實(shi)施(shi)(shi)風(feng)電光伏設(she)(she)備(bei)(bei)更(geng)(geng)新(xin)和高(gao)效回收利用(yong)行(xing)動,實(shi)施(shi)(shi)標準提(ti)升行(xing)動,加快構建(jian)清(qing)潔(jie)低碳安(an)(an)全(quan)高(gao)效的能(neng)源體系,培育和發(fa)(fa)展新(xin)質(zhi)(zhi)生產力。堅(jian)持(chi)市場為主(zhu)、統(tong)籌(chou)(chou)(chou)聯動,堅(jian)持(chi)先立后破(po)、穩步推(tui)進,堅(jian)持(chi)鼓勵先進、淘(tao)汰落后,堅(jian)持(chi)標準引(yin)領(ling)(ling)、有序(xu)提(ti)升。到2027 年,能(neng)源重點領(ling)(ling)域設(she)(she)備(bei)(bei)投資規模較(jiao) 2023 年增長25%以(yi)上,重點推(tui)動實(shi)施(shi)(shi)煤電機組(zu)節能(neng)改(gai)(gai)造(zao)、供熱改(gai)(gai)造(zao)和靈活(huo)性(xing)改(gai)(gai)造(zao)“三改(gai)(gai)聯動”,輸配電、風(feng)電、光伏、水(shui)(shui)電等領(ling)(ling)域實(shi)現設(she)(she)備(bei)(bei)更(geng)(geng)新(xin)和技術(shu)改(gai)(gai)造(zao)。
二、重點任務
(一)推進(jin)火(huo)電(dian)設(she)備更新和技(ji)術(shu)改(gai)造(zao)(zao)持續推動(dong)節(jie)能(neng)(neng)改(gai)造(zao)(zao)、供(gong)熱改(gai)造(zao)(zao)和靈(ling)活性改(gai)造(zao)(zao)“三改(gai)聯動(dong)”,進(jin)一步(bu)降低煤電(dian)機組(zu)能(neng)(neng)耗(hao),提升機組(zu)靈(ling)活調(diao)節(jie)能(neng)(neng)力。推動(dong)燃煤耦合生物質發電(dian)技(ji)術(shu)示范應用(yong),支撐煤電(dian)低碳化發展(zhan)。統籌優化存量機組(zu)結構,淘(tao)汰關(guan)停(ting)一批落后煤電(dian)機組(zu),將一批符(fu)合條件的關(guan)停(ting)機組(zu)轉(zhuan)為應急備用(yong)電(dian)源(yuan)。因地制宜(yi)對位(wei)于城市建成區(qu)存在“退城進(jin)郊”異地搬(ban)遷需(xu)求的煤電(dian)機組(zu)適(shi)當(dang)放寬(kuan)淘(tao)汰關(guan)停(ting)的服役要(yao)求。以機組(zu)安全性、可靠(kao)性為基礎(chu),大力推進(jin)設(she)備安全更新改(gai)造(zao)(zao)。加快火(huo)電(dian)數字(zi)化設(she)計建造(zao)(zao)和智能(neng)(neng)化升級,建設(she)智能(neng)(neng)感知、智能(neng)(neng)診斷、智能(neng)(neng)控制、智慧運行的智能(neng)(neng)電(dian)廠。
(二)推(tui)(tui)進(jin)輸(shu)配(pei)電(dian)(dian)(dian)(dian)設備(bei)(bei)更新(xin)(xin)和(he)技術(shu)改(gai)(gai)(gai)造(zao)(zao)鼓勵開展老舊變(bian)電(dian)(dian)(dian)(dian)站(zhan)和(he)輸(shu)電(dian)(dian)(dian)(dian)線路整(zheng)體改(gai)(gai)(gai)造(zao)(zao),加快更新(xin)(xin)運行(xing)年限較長、不滿足(zu)運行(xing)要求的變(bian)壓(ya)(ya)器、高(gao)壓(ya)(ya)開關、無功補償(chang)、保護(hu)測控等設備(bei)(bei),提高(gao)電(dian)(dian)(dian)(dian)網(wang)(wang)運行(xing)安(an)全能(neng)(neng)力。重(zhong)(zhong)點推(tui)(tui)動高(gao)海拔、高(gao)地(di)震烈度、重(zhong)(zhong)覆(fu)冰、高(gao)寒地(di)區(qu)、臺風頻發(fa)(fa)區(qu)、內澇頻發(fa)(fa)區(qu)、山火頻發(fa)(fa)地(di)區(qu)輸(shu)變(bian)電(dian)(dian)(dian)(dian)設備(bei)(bei)改(gai)(gai)(gai)造(zao)(zao)更新(xin)(xin),提升(sheng)電(dian)(dian)(dian)(dian)網(wang)(wang)設備(bei)(bei)防災抗災能(neng)(neng)力。適度超(chao)前建設配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang),提升(sheng)配(pei)電(dian)(dian)(dian)(dian)網(wang)(wang)承載力,滿足(zu)分布式(shi)新(xin)(xin)能(neng)(neng)源和(he)電(dian)(dian)(dian)(dian)動汽(qi)車充(chong)電(dian)(dian)(dian)(dian)基礎(chu)設施(shi)發(fa)(fa)展。重(zhong)(zhong)點推(tui)(tui)進(jin)老舊小區(qu)配(pei)變(bian)容量提升(sheng)和(he)線路、智(zhi)能(neng)(neng)電(dian)(dian)(dian)(dian)表改(gai)(gai)(gai)造(zao)(zao)。發(fa)(fa)揮(hui)中(zhong)央預算(suan)內投資引導(dao)帶動作(zuo)用,積極推(tui)(tui)進(jin)農村電(dian)(dian)(dian)(dian)網(wang)(wang)鞏(gong)固(gu)提升(sheng)工程(cheng)。推(tui)(tui)動柔性直流輸(shu)電(dian)(dian)(dian)(dian)、交直流混(hun)聯電(dian)(dian)(dian)(dian)網(wang)(wang)、低頻輸(shu)電(dian)(dian)(dian)(dian)、智(zhi)能(neng)(neng)調度等先進(jin)技術(shu)研發(fa)(fa)和(he)應用,加快推(tui)(tui)進(jin)電(dian)(dian)(dian)(dian)網(wang)(wang)數(shu)字化(hua)智(zhi)能(neng)(neng)化(hua)升(sheng)級改(gai)(gai)(gai)造(zao)(zao),加快新(xin)(xin)一代集控站(zhan)建設,提升(sheng)電(dian)(dian)(dian)(dian)網(wang)(wang)控制和(he)故障診斷能(neng)(neng)力。
(三)推進(jin)(jin)風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)設(she)(she)備(bei)(bei)更新(xin)(xin)(xin)和(he)(he)循(xun)環(huan)(huan)利(li)用按照《風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)場改(gai)(gai)造升(sheng)(sheng)級(ji)和(he)(he)退役管(guan)理辦法(fa)》的(de)要(yao)求鼓勵并(bing)網運行超過 15 年或(huo)單(dan)臺(tai)機(ji)組容(rong)量小于 1.5 兆瓦的(de)風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)場開展(zhan)(zhan)改(gai)(gai)造升(sheng)(sheng)級(ji)。鼓勵單(dan)機(ji)容(rong)量大、技術先進(jin)(jin)的(de)行業主流機(ji)型替代原有(you)小容(rong)量風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)機(ji)組,支持綠(lv)色(se)低碳材料(liao)、新(xin)(xin)(xin)型高塔(ta)技術、節地型技術、高效率及智能(neng)化(hua)風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)機(ji)組應用,提高單(dan)位土地面積的(de)發(fa)(fa)電(dian)(dian)量,提升(sheng)(sheng)設(she)(she)備(bei)(bei)設(she)(she)施修舊利(li)廢水(shui)平,實現風(feng)(feng)(feng)(feng)(feng)能(neng)、土地和(he)(he)電(dian)(dian)網資源提質(zhi)增(zeng)效。推動建(jian)立風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)場改(gai)(gai)造升(sheng)(sheng)級(ji)和(he)(he)退役項目全過程信息(xi)監測。鼓勵發(fa)(fa)電(dian)(dian)企業、設(she)(she)備(bei)(bei)制(zhi)造企業、科研機(ji)構開展(zhan)(zhan)新(xin)(xin)(xin)技術、新(xin)(xin)(xin)標(biao)準和(he)(he)新(xin)(xin)(xin)場景研究,建(jian)立健全風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)循(xun)環(huan)(huan)利(li)用產業鏈(lian)體系,培育和(he)(he)壯(zhuang)大風(feng)(feng)(feng)(feng)(feng)電(dian)(dian)產業循(xun)環(huan)(huan)利(li)用新(xin)(xin)(xin)業態。
(四)推(tui)進光(guang)伏(fu)(fu)(fu)設(she)備更(geng)新(xin)和(he)循環(huan)利用支持光(guang)伏(fu)(fu)(fu)電(dian)站(zhan)(zhan)構網型改造(zao),通過電(dian)力(li)(li)電(dian)子技(ji)術(shu)、數字化技(ji)術(shu)、智慧化技(ji)術(shu)綜合提升(sheng)電(dian)站(zhan)(zhan)發電(dian)效(xiao)率和(he)系統支撐(cheng)能(neng)力(li)(li)。推(tui)動老舊光(guang)伏(fu)(fu)(fu)電(dian)站(zhan)(zhan)光(guang)伏(fu)(fu)(fu)設(she)備殘余壽命評估(gu)技(ji)術(shu)研發,鼓勵通過高效(xiao)光(guang)伏(fu)(fu)(fu)組件(jian)、逆變(bian)器等關(guan)鍵(jian)發電(dian)設(she)備更(geng)新(xin),合理(li)優(you)化光(guang)伏(fu)(fu)(fu)電(dian)站(zhan)(zhan)開(kai)發建設(she)布局和(he)規模(mo),提升(sheng)光(guang)伏(fu)(fu)(fu)發電(dian)系統單位面積能(neng)量密(mi)度和(he)光(guang)伏(fu)(fu)(fu)電(dian)站(zhan)(zhan)土地使用效(xiao)率,提高光(guang)伏(fu)(fu)(fu)電(dian)站(zhan)(zhan)發電(dian)能(neng)力(li)(li)。推(tui)進光(guang)伏(fu)(fu)(fu)組件(jian)回收(shou)處理(li)與(yu)再利用技(ji)術(shu)發展,支持基于物理(li)法和(he)化學法的(de)光(guang)伏(fu)(fu)(fu)組件(jian)低成(cheng)本綠(lv)色(se)拆解、高價(jia)值組分(fen)高效(xiao)環(huan)保分(fen)離技(ji)術(shu)和(he)成(cheng)套裝備研發。
(五)穩(wen)妥推(tui)進水(shui)電(dian)(dian)(dian)(dian)(dian)設(she)(she)備(bei)(bei)更(geng)新(xin)改造研究(jiu)提(ti)(ti)升(sheng)水(shui)輪發電(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)靈活性、寬負荷運(yun)(yun)行能(neng)(neng)力(li),開展水(shui)電(dian)(dian)(dian)(dian)(dian)資源潛力(li)挖掘,提(ti)(ti)升(sheng)老(lao)舊機(ji)(ji)組(zu)運(yun)(yun)行效(xiao)率,增(zeng)加機(ji)(ji)組(zu)穩(wen)定運(yun)(yun)行能(neng)(neng)力(li),更(geng) 好適(shi)應新(xin)型電(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統運(yun)(yun)行需要。針對電(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統有需求、電(dian)(dian)(dian)(dian)(dian)站有條件(jian)、要素有保障的水(shui)電(dian)(dian)(dian)(dian)(dian)項目(mu),研究(jiu)推(tui)進機(ji)(ji)組(zu)更(geng)新(xin)改造。推(tui)動(dong)流域水(shui)電(dian)(dian)(dian)(dian)(dian)集控建(jian)設(she)(she),開展智(zhi)(zhi)慧(hui)水(shui)電(dian)(dian)(dian)(dian)(dian)相(xiang)關技(ji)術研究(jiu),逐步(bu)推(tui)動(dong)設(she)(she)備(bei)(bei)及(ji)產品智(zhi)(zhi)慧(hui)運(yun)(yun)營。
(六)推進(jin)清(qing)潔(jie)取暖(nuan)(nuan)(nuan)(nuan)設(she)(she)備(bei)更(geng)新改造鼓(gu)勵北(bei)方(fang)地(di)區各省份結(jie)合清(qing)潔(jie)取暖(nuan)(nuan)(nuan)(nuan)設(she)(she)備(bei)運行情況,將(jiang)清(qing)潔(jie)取暖(nuan)(nuan)(nuan)(nuan)設(she)(she)備(bei)納入大規模設(she)(she)備(bei)更(geng)新和消費品以舊換新行動方(fang)案,加(jia)大地(di)方(fang)財政、金(jin)融等政策支持(chi)力度。對質保(bao)(bao)到期(qi)的清(qing)潔(jie)取暖(nuan)(nuan)(nuan)(nuan)設(she)(she)備(bei)開(kai)展(zhan)更(geng)新改造,支持(chi)安全高效、先進(jin)可(ke)靠的清(qing)潔(jie)取暖(nuan)(nuan)(nuan)(nuan)技(ji)術(shu)發(fa)展(zhan),因地(di)制宜對清(qing)潔(jie)取暖(nuan)(nuan)(nuan)(nuan)技(ji)術(shu)路線進(jin)行優化升級,保(bao)(bao)障設(she)(she)備(bei)更(geng)新后長期(qi)可(ke)持(chi)續運轉,確(que)保(bao)(bao)群(qun)眾“用(yong)(yong)得(de)起、用(yong)(yong)得(de)好”。
(七)以標(biao)準(zhun)提(ti)(ti)升(sheng)促(cu)進(jin)設(she)備(bei)更新(xin)和技術改造統籌推進(jin)燃(ran)煤發電(dian)(dian)(dian)(dian)機(ji)組能(neng)耗限額、大中型火力(li)(li)發電(dian)(dian)(dian)(dian)廠設(she)計等(deng)標(biao)準(zhun)修訂,推動(dong)(dong)建(jian)設(she)節(jie)能(neng)環保、靈活高效(xiao)的新(xin)一代煤電(dian)(dian)(dian)(dian)機(ji)組。加(jia)快車網(wang)互動(dong)(dong)、大功率充(chong)電(dian)(dian)(dian)(dian)等(deng)方(fang)向的技術標(biao)準(zhun)制定與應(ying)用,加(jia)大低效(xiao)、失效(xiao)充(chong)電(dian)(dian)(dian)(dian)樁淘汰與更新(xin)改造力(li)(li)度,促(cu)進(jin)產業(ye)提(ti)(ti)質升(sheng)級。建(jian)立健全充(chong)電(dian)(dian)(dian)(dian)基礎設(she)施、新(xin)型儲能(neng)、氫(qing)能(neng)、電(dian)(dian)(dian)(dian)力(li)(li)裝(zhuang)備(bei)等(deng)領(ling)域標(biao)準(zhun)體(ti)系,加(jia)強能(neng)源行業(ye)標(biao)準(zhun)供(gong)給和升(sheng)級,提(ti)(ti)高設(she)備(bei)效(xiao)率和可靠(kao)性(xing)。
三、保障措施(shi)
(一)加(jia)大(da)財稅金(jin)融等(deng)政(zheng)策支(zhi)持(chi)力度。加(jia)大(da)能源重點(dian)領(ling)域設備更(geng)新(xin)和技術改(gai)造(zao)資金(jin)支(zhi)持(chi)力度,強化銀企對接(jie),引導(dao)金(jin)融機構(gou)加(jia)強對設備更(geng)新(xin)和技術改(gai)造(zao)的支(zhi)持(chi),用(yong)好再貸款(kuan)、財政(zheng)貼息等(deng)支(zhi)持(chi)政(zheng)策, 擴大(da)制造(zao)業中長期貸款(kuan)投(tou)放。
(二)加(jia)強要(yao)素保(bao)障。鼓勵地(di)方加(jia)強企業技術改造項(xiang)目要(yao)素資源保(bao)障,將技術改造項(xiang)目涉及用地(di)、用能等納入優先保(bao)障范圍,對不新(xin)增土地(di)、以設備更新(xin)為主的技術改造項(xiang)目,簡化(hua)前期(qi)審(shen)批手續。
(三(san))強化創(chuang)新支撐。聚焦重大技術(shu)裝備“卡脖子”難題,積極(ji)開展重大技術(shu)裝備科(ke)技攻關。完善“揭(jie)榜掛(gua)帥”“賽(sai)馬”和(he)能源(yuan)領(ling)域首臺(套)示范應用(yong)等機制,加快(kuai)創(chuang)新成果產業化應用(yong)。積極(ji)利用(yong)國家重點研發計劃等科(ke)技專項支持能源(yuan)重點領(ling)域設(she)備更新和(he)技術(shu)改造(zao)。
